- NASA/GSFC has a requirement within the Cryospheric Sciences Branch for support to three related projects (1) the Aqua advanced Microwave Scanning Radiometer for EOS (AMSR-E) Existing Sea Ice Algorithm Data Project Refinement Project, (2) the Continuation of AMSR-E Climate Data Records with the Japan Aerospace Exploration Agency (JAXA) AMSR2 Project and (3) Global Sea Ice Variabilities Project. The tasks involve thorough knowledge of the AMSR-E sea ice algorithms and the analysis of several satellite data sets. Project 1 is a continuation of the AMSR-E, and includes the following: Task 1 - Continued support of the quality control of the standard AMSR-E sea ice products including (1) sea ice concentration, (2) snow depth on sea ice, and (3) sea ice drift. Task 2 Continued development of the NASA Team 2 (NT2) sea ice concentration retrieval uncertainty for each AMSR-E map grid element. Analyze and document the retrieval uncertainties both seasonally and regionally. Project 2 is a continuation of the AMSR-E Climate Data Records with JAXA Aqua advanced Microwave Scanning Radiometer 2 (AMSR2) project, and includes the following: Task 1 Generate and quality control the new AMSR2 sensor sea ice concentration, snow depth on sea ice, and sea ice drift maps. Task 2 Compare the AMSR-E and AMSR2 data records to the existing Special Sensor Microwave/Imager (SSM/I) based time series for sea ice concentration, ice extent and ice area differences during the periods of overlap. Task 3 Extend the earth science data records (ESDRs) using the new AMSR2 sensor and prepare the ESDRs for archival and distribution through the National Snow and Ice Data Center (NSIDC). Project 3 is for the Global Sea Ice Variabilities Project, and includes the following: Task 1 Generate F17 Special Sensor Microwave Imager/Sounder (SSMIS) sea ice concentration maps for the year 2012 using the F17 SSMIS brightness temperature maps when they become available from NSIDC and replace any erroneous ice concentration pixels using spatial and temporal interpolation. Task 2 Compute sea ice extents and areas using the sea ice concentration maps from Task 1 and check for consistency with previously computed values for the period 1979-2011 and extend the existing 33-year sea ice extent and area time series for both hemispheres based on the NASA Scanning Multichannel Microwave Radiometer (SMMR) and Defense Meteorological Satellite Program (DMSP) SSMIs using the DMSP F17 SSMIS NASA Team sea ice algorithm with tie-points derived previously. NASA/GSFC intends to purchase the support from Dr. Donald J. Cavalieri. This contractor has the required background, knowledge and level of experience to support these projects. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. EST on Monday, May 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
