- This is a notice of intent to award a Sole Source Procurement. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. The U.S Department of Homeland Security (DHS) Office of Procurement Operations (OPO) Science and Technology Acquisitions Division (STAD) intends to issue a sole source purchase order to the Association of Analytical Communities (AOAC) International to cover membership fees for agency participation. AOAC serves the communities of analytical sciences by providing the tools and processes necessary for community stakeholders to collaborate and, through consensus building, develop fit-for-purpose methods and services for ensuring quality measurements. DHS' participation is to develop standards for biological threat detection equipment in support to DHS, Science and Technology (S&T) Directorate, Standards Office, Acquisition Support & Operations Analysis, Biological Countermeasures Standards program. Interested parties may submit responses to this notice. All responses must demonstrate clear and convincing evidence, addressing the points identified below, that a membership in another organization will satisfy the government's technical requirement. 1. Do you have experience/knowledge in the development of performance standards for biological assays? If yes, provide specific information on effort performed and completed that demonstrates your experience. 2. Have your organization participated in the development of test and evaluation protocols as well as certification programs? If yes, provide specific information on effort performed and completed that demonstrates your experience. 3. Are you ANSI certified Standards Development Organization? If yes, provide specific information regarding your certification. 4. Is your organization familiar with the National Technology & Transfer and Advancement Act, including implementation through the OMB Circular A-119? If yes, provide information demonstrating your knowledge. 5. Have your organization established relationships with Federal agencies involves in biological threats and countermeasures, knowledge of response protocols, first responder communities? If yes, provide specific information demonstrating your experience. 6. Is your organization a member of any international standards organization like ISO or ASTM International? If yes, provide specific information demonstrating how you meet these elements. 7. Does your organization have experience in national standards development? Provide information regarding experience with SPADA, or other ANSI accredited standards development organizations.
