AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010275264 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 with a small business size standard of $7.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-10 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The MICC Fort Jackson 81st Regional Support Command requires the following items, Meet or Exceed, to the following: LI 001: Installation of all equipment. The contractor will deliver, erect and assemble all contracted equipment. See Statement of Work attached for more details., 1, EA; LI 002: Dismantle and disassemble of all equipment. The contractor is required to disassemble and remove all contracted equipment from the installation at the comletion of the exercise. See Statement of Work attached for more details., 1, EA; LI 003: Contractor shall provide all labor, material, equipment, transportation and supervision to supply and deliver 16 Towable Light Towers, 4000 watts, to a storage lot location (staging area) designated area within Fort McCoy, WI 54656. Each tower unit shall be equipped with a 2 1/2 pound ABC Fire Extinguisher and Pintle Hook. Each tower unit shall have the capability to be grounded by a brass grounding rod to be provided by contractor. Government shall ground units once unit is placed at final designated locations. Government will transport units from staging area to final designated location. Prior to completion of contract, government shall return units to initial staging area unless otherwise contracted by separate government entity. During duration of lease, Government will provide and replenish fuel and oil for Towable Light Towers. Fuel tanks for these items will be fully re-fueled prior to returning to Contractor. The Contractor shall supply all technical and guidance manuals for the Towable Light Tower at the time of delivery and provide brief operation instructions to the POC. See Statement of Work attached for more details., 16, EA; LI 004: Refrigerated Trailers/Semi-trailers. Contractor shall provide all labor, material, equipment, transportation and supervision to supply and deliver five (5) Refrigerated Trailer/Semi-Trailers to a designated area within Fort McCoy, WI 54656. Lease of Trailers will be from 12 July through 23 August. Trailers are to be 48-54 feet long, 96 to 102 inches wide and 12-13 feet high. Reefer Units to be either a Thermo King style Sb-2 or SB-3 type or equal. Trailers shall be delivered by Contractor and also picked up at the termination of contract unless otherwise contracted by separate government entity. The intended use of the trailers is to store pallets of bagged ice; trailers should allow the use of forklifts to load and unload the pallets of bagged ice. Costs are to include transportation and delivery charges. Trailers shall be licensed and certified, if applicable by the Wisconsin Department of Transportation. Trailers shall be supplied with all fluid levels full. See Statement of Work attached for more details., 5, EA; LI 005: Three Large 800 Squared Feet Tents. Tentage consists of 3 Large Tents (800 sq. ft), to include tables and chairs for seating of 20 to 30 personnel Large tents are to be used as Aid Station tents. Tentage location: approximately 1 Large tent (800 sq ft) at EPW2, MPFTS-S and Young AF. Tentage will have personnel access at each end with no more than 24" tent canvas overlap. Contractor will maintain all tentage, lighting, electric outlets and power during the contract to include damage from foul weather (i.e. wind, rain etc.).. Plastic or rubber florescent caps are to be placed over all metal and wooden stakes to prevent tripping hazards. Contractor will provide, secure and disperse each Tent two #5 ABC Type Fire Extinguisher. All extinguishers MUST BE inspected daily to ensure they are in proper operating condition. Contractor will tag or label each fire Extinguisher to identify it is a contracted item. Lighting will consist of 4-6 powered sixty watt bulbs per tent. See Statement of Work attached for more details., 3, EA; LI 006: Three Medium size tents (400 sq ft), to include tables and chairs for seating of 5 to 10 people personnel. Medium size tents are to be used as Signal Node Centers. Tentage locations: approximately 1 Medium tent (400 sq ft) at EPW2, MPFTS-S and Young AF. Tentage will have personnel access at each end with no more than 24" tent canvas overlap. Contractor will maintain all tentage, lighting, electric outlets and power during the contract to include damage from foul weather (i.e. wind, rain etc.). Plastic or rubber florescent caps are to be placed over all metal and wooden stakes to prevent tripping hazards. All designated tents shall have flooring installed inside of each tent (not tents placed on top of flooring). Wood flooring shall consist of 3/4" plywood with 2x6 stringers on each edge as well as the length of each 4x8 sheet of plywood. See Statement of Work attached for more details., 3, EA; LI 008: Flooring 400 Squared Feet (Wood). All designated tents shall have flooring installed inside of each tent (not tents placed on top of flooring). Wood flooring shall consist of 3/4" plywood with 2x6 stringers on each edge as well as the length of each 4x8 sheet of plywood. See Statement of Work attached for more details., 3, EA; LI 009: HVAC for 800 Squared Feet Tents. Contractor shall provide, deliver, install and maintain Three HVAC Equipment sets to heat and/or cool each designated tent at each TTB. Final drop location will be determined upon award of contract. Solicitation bid will include recommended heating and/or cooling temperatures to be maintained by contractor. Contractor shall maintain equipment and provide 24/7 service in the event of non-operable HVAC System. See Statement of Work attached for more details., 3, EA; LI 010: HVAC for 400 Squared Feet Tents. Contractor shall provide, deliver, install and maintain 6 HVAC Equipment sets to heat and/or cool each designated tent at each TTB. Final drop location will be determined upon award of contract. Solicitation bid will include recommended heating and/or cooling temperatures to be maintained by contractor. Contractor shall maintain equipment and provide 24/7 service in the event of non-operable HVAC System. See Statement of Work attached for more details., 3, EA; LI 011: Temporary Power. Contractor will provide power to EPW2, MPFTS-S, and Young AF sites to power the tent lights and outlets via contractor's provided generators. The Contractor will maintain the generators in working order to include fuel as well as refueling. See Statement of Work attached for more details., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction.
