Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-9A13-S-13-0012 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2006-55. This is a total small business set-aside. The NAICS code is 532412 and small business size standard is 500 employees. This is for a quantity of two - 3500 Gallon Water Trucks with Operator. Trucks will be equipped with a minimum of three independently air operated valves operated from inside the cab of the truck. Quotes should be on a daily rate not to exceed 60 days. Specifications: Contractor shall furnish two 3500 gallon water trucks to water roads working with Forest Service Road Crew on approximately 125 miles of road grading and watershed restoration projects. Project roads are generally located on Mt Hough and Beckwourth Ranger Districts, from Frenchman Lake west to the Meadow Valley area, and north to Indian Valley area and west to Hwy. 70 in the Storrie area of the Feather River Canyon. Contractor shall work with the Forest Service Road Crew on as "as needed" basis. Entire project should be completed by October 31, 2013. Forest Service to be billed for actual days worked only. It is expected that this need will be a total of approxmately 60 days, beginning approximately June 1, 2013. Work days are generally Monday through Thursday. Water Trucks will be on the job site and working from 0700 a.m. to 1600 p.m. Contractor will be notified 12 hours in advance of next days work. Contractor shall furnish all equipment, labor, and materials needed to load, haul and apply the water. Useable roadbed material shall be wetted to maintain moisture content and prevent segregation of the material at all times during the Force Account blading operations. The moisture ontent of the material shall be maintained between 5 and 20 percent (damp) on native surface roads and between 10 to 15 percent (wet to very wet) on aggregate surfaced roads. The water must be clean, free of oils, hazardous chemicals, or any known pollutant. Contractor may elect to obtain water from government and non-government sources other than those designated (if any). Contractor may request additional sources with prior governemnt approval. Non-government sources would not require approval by the Government. It shall be the Contractor's responsiblility to assess the volume of water that will be available at all approved sites. Contractor shall not alter water sources without prior approval from the Engineer. Contractor is responsible to obtain right to use water from all sources. Draft hoses used to extract water shall be tightly fitted with screens having openings no larger than 3/32 inch. Water shall be extracted from streams in such a manner that flow, adequate for fish survival, is maintained at and below the point of extraction without altering streambed or habitat material.
