- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. In addition to providing the synopsis, this announcement includes the solicitation (Standard Form 1449) as a separate document for interested offerors to download, complete and submit in response to the solicitation requirements. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation and attachments SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Request for Proposal (RFP) number is N00604-13-R-3014. The solicitation documents and incorporates provisions and clauses in effect through FAC 2005-66 and DFARS Change Notice 20130419. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 721110 and the Small Business Standard is $30M. This is a competitive, unrestricted action. The Fleet Logistics Center, Pearl Harbor requests proposals from qualified sources capable of providing the following CLINs: 0001 Conference Venue for 16th Chiefs of Defense (CHOD) Conference (to include conference rooms, multi-purpose rooms, and conference services as stated in the RFP ™s Performance Work Statement (PWS)); 0002 Audiovisual and Communications Equipment required for the CHOD Conference; 0003 Billeting in support of the CHOD Conference; 0004 Communications Services in support of the CHOD Conference; 0005 Administrative Supplies in support of the CHOD conference, 0006 Self-Pay (Billeting) and 0007 Official Representational Funds (ORF)/Government Credit Card (GCC) Requirements. Interested offerors should note that 0006 (Self-Pay (Billeting)) and 0007 ORF/GCC requirements are not funded by the resultant contract. The ENTIRE RFP should be reviewed carefully for details. Interested offerors are required to provide pricing for ALL CLINs. Period of performance is October 19 “ 25, 2013; Location is Oahu, Hawaii. Responsibility and Inspection: unless otherwise specified in the order, the provider is responsible for the performance of all inspection requirements and quality control. The applicable FAR, DFARS and NAVSUP provisions and clauses can be found in the SF1449. The deadline for receipt of proposals is 12:00 PM Hawaii Standard Time (HST) on June 10, 2013. Questions regarding the RFP must be in writing and shall be submitted to the Contracting Officer, Patricia Murakami, at patricia.murakami@navy.mil no later than May 28, 2013 at 12:00 PM HST. Oral communications are not acceptable in response to this notice. All responsible sources may submit a proposal which shall be considered by the agency. System for Award Management (SAM). Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://www.sam.gov/portal/public/SAM/. All proposals shall include a completed and signed SF1449, Attachment (1) to RFP (Detail spreadsheets for each CLIN), a technical proposal, a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all Performance Work Statement requirements.
