- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC) Department of Laboratory Medicine (DLM), has a requirement to provide annual maintenance service for two (2) existing government owned instruments, the Waters HPLC and the Waters UPLC-AAA-1 that are used to monitor levels of amino acids, vitamins and other proteins for patients in the Clinical Center. The NIH, CC intends to award a one (1) year fixed price purchase order to Waters Corporation, Milford, MA 01757 for a twelve month base period, and four (4) additional twelve (12) month option periods for comprehensive maintenance coverage for the two instruments, Waters HPLC and the UPLC-AAA-1. Waters is the sole proprietor of the Waters systems which are integrated platforms of instruments, informatics, chemistry, and applications. There is no other known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the Waters system. Approximately 50% of all Waters HPLC and UPLC parts are manufactured by Waters directly. Waters manufactures its parts using specific quality standards packaged under proprietary critical clean conditions. It is not safe to experiment with multiple vendors with the care of highly sensitive instruments involved in patient care. Customer technical and application support on the Waters instruments, informatics, and chemistry is only available from Waters Corporation. Service engineer support is only available to Waters service engineers. Waters service engineers are trained by Waters factory-certified trainers who are kept up to date on all system updates and global customer feedback. There is no other known service organization that can replicate this level of training and expertise on the Waters system. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Malinda Dehner, Contract Specialist, dehnerm@cc.nih.gov by the due date and time marked in this notice.
