- W912DS-13-R-0019 DRAWINGS POWER SYSTEM AND SUPPORT STRUCTURES W912DS-13-R-0019 DRAWINGS SEA GIRT PHOTOVOLTAIC POWER W912DS-13-R-0019 SPECIFICATION 01 10 00 APPENDICES W912DS-13-R-0019 SOLICITATION The U.S. Army Corps of Engineers, New York District intends to issue a request for proposal (RFP) for the design and construction of a solar electric photovoltaic system which would increase the output of the National Guard Training Center (NGTC) existing solar electric system by an additional 500 KW. This is to be accomplished through the design and construction of a compatible addition to the existing photovoltaic carport and a new photovoltaic carport within the funds available while maximizing design and material quality. Based on the current funding, the project has been presented as an addition to the existing Photovoltaic Carport (Base Bid) and a New Photovoltaic Carport (Options). The North American Industry Classification System (NAICS) code is 238210 In accordance with FAR 36.204 and DFAR 236.204, the estimated magnitude of construction is between $1,000,000 and $5,000,000. The anticipated period of performance for this acquisition is 365 calendar days from the date the contractor receives the Notice to Proceed (NTP). This solicitation is a Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The acquisition process that will be used is a Design-Build, Two-Phase, Best Value, Lowest Priced Technically Acceptable (LPTA) procurement. Design-Bid-Build (DBB) type procurement is not appropriate. Award will be made to one (1) offeror who is deemed by the Government to be responsible in accordance with Federal Acquisition Regulations (FAR), conforms to the solicitation requirements; and whose proposal, judged by an overall assessment of the evaluation criteria, represents the best value to the Government. Offerors will be evaluated based on technical factors in the first phase, including Past Experience and Past Performance. Based on the evaluation of the Phase 1 proposals, a short list of up to five (5) offerors will be selected to receive the Phase 2 solicitation which includes both technical and price. The Phase 2 technical factor will be Key Personnel. The Phase 2 evaluation will use the Lowest Price Technically Acceptable method to determine the awardee among those offerors that made the short-list after Phase 1. Detailed information regarding the selection criteria and requirements for this procurement will be provided in the solicitation. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov, and Federal Business Opportunity (FedBizOpps), located at https://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.2 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default. CCASS is a module of the Contractor Performance Assessment Reporting System (CPARS) and is located at: http://www.cpars.gov/ccassmain.htm. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract.
