- The solicitation for this contract will be posted on or around 05/21/2013 A. Scope of Contract The Forest Service is in need of precommercial tree thinning, release, white pine pruning, and stand improvement activities to reduce the tree density and, by the deliberate selection of leave trees, improve the overall health and condition of the stand based on the prescribed objectives. Tree selection and cutting of undesirable or excess trees will provide space for the leave trees to grow and develop, reduce the incidence of insect and diseases that affect growth, and reduce the threat of wildfires. Additional objectives specific to this project are: branch pruning specifically designed to reduce the spread of white pine blister rust to the bole of the white pine trees selected to be maintained in the stand. The resultant contract may require precommercial thinning, release, slash treatment, girdling, white pine pruning and related work in compliance with the specifications described in the Silvicultural Summary Prescription. This includes furnishing labor, equipment, supervision, transportation, operating supplies (except those designated as Government furnished), and incidentals. All aspects of the work shall be performed in an organized, systematic manner to assure services are performed throughout entire unit. B. Location and Description The work is located on the Idaho Panhandle National Forest (IPNF). The work sites, access to the areas, method of work, size of units, and other information pertinent to the thinning and pruning are defined in the Silvicultural Summary Prescription. (a) Boundaries: Sub-item unit boundaries are generally obvious on the ground. Sub-items are generally, clear-cut units that have been fully stocked with sapling size or smaller trees adjacent to uncut stands of mature trees. Areas maybe flagged or marked with paint or flash cards. (b) Information: Sub-item detailed information can be found in the Silvicultural Summary Prescriptions. Access to the units are from forest roads indicated on project maps. Some sub-items may have special requirements as specified in the Silvicultural Summary Prescription. Sub-items indicated as ‘walk-in' units cannot be driven to by vehicle. Sub-items indicated as having gated access will be subjected to all restrictions of "Administrative Use". In some instances there will be a time limit behind certain gates. No firearms are permitted behind locked gates. All restrictions are indicated in the Silvicultural Summary Prescription.
