- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010293305-W911SD-13-T-0139 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 485510 with a small business size standard of $14.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-05-09 11:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be West Point, NY 10996 The MICC West Point requires the following items, Meet or Exceed, to the following: LI 001: Bus Service ? (25) Twenty Five - 44 Passenger Buses: Graduation Day, Saturday May 25, 2013, during the hours of 0600 through 1330 hours. Buses must be installed with radio equipment for communication with control personnel. The bus route shall be from parking lot H to Michie Stadium and various locations on USMA and return. Three control supervisors are required during the hours of bus operations. See paragraph titled "GENERAL REQUIREMENTS"., 25, EA; LI 002: Bus Service ? (10) Ten - 44 Passenger Buses: Graduation for Bar Pinning Ceremony, Saturday May 25, 2013, during the hours of 1330 -1630. Buses must be installed with radio equipment for communication with control personnel. The bus route shall be from CPA to various parking lots on USMA and return. One control supervisor is required during the hours of bus operation. See paragraph titled "GENERAL REQUIREMENTS"., 10, EA; LI 003: Bus Service: ? (12) Twelve Handicap Buses - Graduation Day, Saturday, Saturday May 25, 2013, during the hours of 0600 through 1630 hours. Buses must be installed with radio equipment for communication with control personnel. Buses must be handicapped equipped and wheelchair accessible. The bus route shall be from parking lot H to Michie Stadium and various locations on USMA and return. One control supervisor is required during the hours of bus operation for both CLIN 0003 and CLIN 0004. See paragraph titled "GENERAL REQUIREMENTS"., 12, EA; LI 004: Bus Service: ? (4) four Buses - Graduation Day, Saturday May 25, 201, during the hours of 0600 through 1330 hours. Buses must be installed with radio equipment for communication with control personnel. Buses must be handicapped equipped but not wheelchair accessible. The bus route shall be from parking lot H to Michie Stadium and various locations on USMA and return. See paragraph titled "GENERAL REQUIREMENTS"., 4, EA; LI 005: Bus Service ? (12) Twelve - 44 Passenger Buses: Parent Tour of West Point, Reception Day, Monday, July, 01, 2013, during the hours of 0900 through 1400. Buses must be air conditioned and installed with radio equipment for communication with control personnel. Buses to report to Eisenhower Hall for Parents Tour shuttle service. One control supervisor is required during the hours of bus operation. See paragraph titled "GENERAL REQUIREMENTS"., 12, EA; LI 006: Bus Service ? (2) Two Buses - 44 Passenger Buses: Parent Tour of West Point, Reception Day, Monday, July, 01, 2013, during the hours of 0900 through 1400. Buses must be installed with radio equipment for communication with control personnel. Buses will provide continuous shuttle service from Eisenhower Hall to South Dock in support of Constitution Island tours. One control supervisor is required during the hours of bus operation. See paragraph titled "GENERAL REQUIREMENTS"., 2, EA; LI 007: Bus Service ? (15) Fifteen - 44 Passenger Buses: Parent & Candidate shuttle service, Reception Day, Monday, July, 01, 2013 during the hours of 0600 through 1130. Buses must be installed with radio equipment for communication with control personnel. Buses will provide continuous shuttle service from Eisenhower Hall to various locations on USMA. One control supervisor is required during the hours of bus operation. See paragraph titled "GENERAL REQUIREMENTS"., 15, EA; LI 008: Bus Service ? (4) Four - 44 Passenger Buses: Parent shuttle service, Reception Day, Monday, July, 01, 2013 during the hours of 1130 through 1600. Buses will provide continuous shuttle service from A-Lot to Howard Road, in the vicinity of the Gingerbread House, adjacent to Eisenhower Hall. See paragraph titled "GENERAL REQUIREMENTS"., 4, EA; LI 009: Buses Service ? 44 Passenger Buses: PM Bus Service for Reception Day, Monday, July, 01, 2013 during the hours of 1730 through 2000. Buses must be installed with radio equipment for communication with control personnel. Buses will provide continuous shuttle service from the Thayer Extension to various parking lot locations on USMA. One control supervisor is required during the hours of bus operation. See paragraph titled "GENERAL REQUIREMENTS"., 10, EA; LI 010: Contractor Manpower Report See Contractor Manpower Report for specific requirements., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Air Conditioning is ONLY required for Line Item 5 which calls for 12 buses to be equipped with AC. The remaining line items do not require AC. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov.
