Description

The Naval Surface Warfare Center, Dahlgren Division, is preparing a solicitation and seeking sources for an Indefinite Delivery, Indefinite Quantity contract to provide support to CDSA ™s Rapid Response Engineering Capability in the areas of software, hardware, network engineering and technical services. The contractor shall support the development and refinement of prototype(s)/EDM(s) and provide services required to document and support these products, related subsystems and components. The contractor will support Combat Direction Systems Activity, Dam Neck (CDSA Dam Neck) in Virginia Beach, Virginia. A draft Statement of Work (SoW) is attached to this pre-announcement. This draft SoW is not to be used to provide proposals. An Indefinite Delivery, Indefinite Quantity contract with Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP)orders anticipated. The performance period will span sixty (60) months. Oral presentations will be used in the evaluation process. An Organizational Conflict of Interest Clause as defined by FAR 9.505-3 and FAR 9.505-4 will be included in the resultant RFP and task order. All the personnel supporting this contract must be cleared to the SECRET level at contract award. A set-aside determination has not been made for this requirement. Interested small businesses are invited to submit capability statements describing the offeror ™s capability to fulfill this requirement. Capability statements shall not exceed twelve pages, not including resume summaries and shall include the following items: 1) a brief description of the offeror ™s capabilities, related experience, government systems access, facilities, techniques or unique combination of these factors that demonstrate the offeror ™s ability to perform the required tasking under the effort; (2) a description of qualifications, capabilities, and experience of at least ten employees that would be available to support the effort. Identify whether individuals are employees of the offeror or of a planned team member, identify the planned team member, and provide a one-page summary of each individual ™s qualifications; (3) specific past performance on the same or similar work performed by the offeror, including a description of the services provided, period of performance, contract number, dollar value of the effort, and e-mail or phone number of a point of contact, and (4) Provide your contract number. General statements, not supported by the specific information requested above, will not be considered responsive. Capability Statements shall be provided by e-mail to Matthew W. Patrick (matthew.w.patrick@navy.mil) no later than 15:00 EST on 30 May 2013. Capability Statements received after that time will not be considered for purposes of a set-aside decision. An industry day is scheduled for 10:00 local time on 22 May 2013 in the auditorium at 1922 Regulus Avenue, Virginia Beach, VA 23461-2097. There is a limit of two (2) individuals from each interested contractor/team. A notification of intent for each individual must be emailed to matthew.w.patrick@navy.mil with the following information: (1) Contractor/Company Name (2) List of Attendees All visitors must possess a CAC Card, be listed in JPAS, or submit an I-9 form to Matthew Patrick no later than 10:00 on 10 May 2013. It is anticipated that the Solicitation will be posted on the Federal Business Opportunities Portal no later than 23 August 2013. Contract award is targeted for 31 January 2014.
