Description
Contracting Office Address: Department of Health and Human Services National Institutes of Health National Cancer Institute Office of Acquisitions 9609 Medical Center Drive Room 1E154 Bethesda, MD 20892 The Laboratory of Cancer Biology and Genetics (LCBG), Center for Cancer Research (CCR), National Cancer Institute (NCI) plans to procure on a sole source basis a Biosafety Cabinet II by Baker that is custom designed for the Beckman Coulter MoFlo Astrios Cell Sorter. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code is 334516 and the small business standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The FACS Core 37 Facility is used by over 200 scientists each year and has served over 700 users since it opened. Over the past year alone, the core lab has provided flow cytometry and cell sorting services for the programs of 80 principal investigators in 29 NCI labs; approximately half of these users have required cell sorting. The types of cell sorting provided by the FACS Core include: sorting of subsets of murine T, B, and stem cells for in vitro culturing and functional assays, for re-injection into the mouse, or for preparation of RNA, DNA, or protein; sorting of murine keratinocytes, melanocytes, thyroid, lung, liver, prostate and mammary cells by expression of surface antigens; sorting of tumor xenografts for recovery of tumor cells or infiltrating immune cells; sorting of potential cancer stem cells based on surface antigen expression or SP (side population) or aldehyde dehydrogenase; sorting of cell lines with CFP, GFP, YFP, or RFP reporters; sorting to prepare high-luciferase cell lines for imaging based on co-expression with fluorescent reporter proteins; cell cycle compartment sorting using viable cells stained with Hoechst 33342 for characterization of cell cycle related proteins; antibody libraries using yeast and mammalian cells; plate and slide sorting for single cell PCR. Some of these samples use untested human blood, human cell lines or Lentivirus, a modified HIV virus, treated cells. It is imperative that all steps be taken to protect operators from potential infectious aerosols. The Biosafety Cabinet II for the Beckman Coulter MoFlo Astrios will serve as a major containment device to enable safe cell sorting in the FACS Core 37 Facility. This purchase will provide the necessary protection for the operator when sorting cells and thus allow our efforts to safely continue to make cancer preventable, curable, or chronically manageable. The FACS Core 37 Facility needs to reduce the possibility of biohazardous aerosol exposure to the Beckman Coulter MoFlo Astrios cell sorter operator. The custom designed Biosafety Cabinet II by Baker for the Beckman Coulter MoFlo Astrios Cell Sorter will provide the containment and evacuation of potential biohazardous aerosols that occur during cell sorting. According to the recently developed NIH Biosafety Policy for Cell Sorters, sorting of human cell lines and 2nd or 3rd generation Lentivirus in human cells require the sort to be performed at a BSL-2 with enhanced precautions biosafety level. This states that "cell sorters are to be placed within a Class II BSC". Our FACS core is not currently set up to operate at this biosafety level. This purchase will enable the FACS Core to provide a safe environment for the operator of the cell sorter and be in compliance with this new policy. This effort will provide increased safety toward satisfying the CCR's mission to make cancer preventable, curable, or chronically manageable. The MoFlo Astrios cell sorter is a critical instrument meeting the needs of many investigators using the FACS Core. The Biosafety Cabinet II by Baker has been designed specifically for the Beckman Coulter MoFlo Astrios. This Biological Safety Cabinet (BSC) has been designed to become an integral part of the instrument. Engineers from Beckman Coulter and Baker have worked together to design this BSC so that it attaches directly to the base of the MoFlo Astrios to provide containment of potentially biohazardous aerosols and not require additional floor space, which is severely limited in the facility. The NCI knows of no other liaison that possesses the experience, expertise, and detailed knowledge of these studies needed to allow them to immediately undertake the tasks covered by this procurement and conduct these efforts in a timely fashion. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on May 22, 2013. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
