Description
Request for Information: Supply Chain Risk Management Risk Analysis Database 1. Introduction This is a request for information only as defined in FAR 15.201(e). No proposals are being requested or accepted with this notice. No contract shall be awarded from this notice. This special notice does not constitute a request for a quote or proposal for the procurement of services. The Virginia Contracting Activity seeks information from U. S. businesses regarding a vendor database on Supply Chain Risk Management. 2. Description of Services The Supply Chain Risk Management Program Office (SCRM PMO) requires a database system to facilitate review and analysis of procurement actions to identify, assess, and mitigate supply chain risk. The database will allow requisitioners to input detailed information regarding a specific procurement; based on this information, the database will then identify potential risks and mitigation approaches. The database provides capability to maintain, search, store, and report for tracking and historical purposes. 3. Constraints 3.1. Development work for this requirement can be done at contractor facilities. Database integration work will be done at government facilities where TS/SCI is required. 3.2. The database, once operational, will only be accessible to government personnel. 3.3. The government retains technical rights upon program completion. 4. Submissions - Hard and Soft Copy Requirements 4.1. Submissions must be less than 15 pages total. The cover page, pricing information and table of contents all count towards that 15 page total. 4.2. Submissions shall be one-sided. 4.3. Submissions must be Office 2007 compatible. 4.4. All submissions, including electronic when printed, shall have one inch margin on the top, bottom, left and right in a 12 point font, single line spacing. Each footer shall be 10 point font or larger and must contain the company's name and page number as well as total pages (Company X, Page 1 of 5, etc.). 4.5. Colored graphs and intricate drawings are discouraged. 4.6. Submissions will not be returned. 4.7. White papers are preferred but other documents will be accepted. 4.8. Submissions must be unclassified. 5. First Page Please submit information with the first page containing the following information: 5.1. Company's full business name and mailing address. 5.2. Point of contact's name, email address and telephone number. 5.3. Technical point of contact's name, email address and telephone number. 5.4. Socio-economic status under the NAICS 541614 (e.g., small business, etc.). 5.5. Offeror's CAGE to verify the Offeror's facility clearance. 5.6. Statements regarding SCIF and SIPRNET communications capability. 6. Technical Information to Provide 6.1. The Supply Chain Risk Management Program Office anticipates a requirement for a database system with the following functionalities and capabilities: 6.1.1. Web based system on the JWICS TS/SCI network. 6.1.2. Accessible by up to 100 users simultaneously. 6.1.3. Add records at a rate up to 500/month. Maintain data history 6.1.4. Integrates the following functions: 6.1.4.1. Enable Requisitioners to input their own purchase requirements, including specific product required, location of implementation, procurement method, and potential sources (vendors) 6.1.4.2. Store risk evaluations of potential vendors, maintained by Analysts and accessed in real time by Requisitioners 6.1.4.3. Select risk mitigation measures 6.1.4.4. Search database, including procurements, vendors, and products. 6.1.4.5. Generate pre-formatted and customizable reports 6.1.4.6. Generate approval notice for clearance to contract 6.1.4.7. Track action items for SCRM Analysts 6.1.4.8. Capture and display metrics to measure program execution. 6.2. Explanation of contractor's expertise in SCRM support, for DOD and/or Intelligence clients, as well as experience working on TS/SCI networks. 6.3. Experience, preferably within the past three years as a prime contractor, as it relates to this anticipated requirement. Include: name of project, brief description of project, contract type, client (agency/company name), dollar value, and period of performance. 7. Pricing Information to Provide 7.1. Provide an overall, firm fixed price for the database. 7.2. Discuss pricing, what different scenarios would cost, add-ons, maintenance, upgrades. 7.3. Provide the amount of time to complete the database, e.g., 12 months. 8. Companies 8.1. Only vendors capable as a prime contractor should respond. 8.2. Interested companies must have a Commercial And Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR). 9. Queries must be emailed prior to 1 pm EST on Wednesday, May 15, 2013. 11. Deadline The deadline for submittals is 1 pm EST on Thursday, May 16, 2013.
