- RHIP Draft Statement of Work The Collection Access, Loan and Management Division (CALM) within the Library of Congress (LOC) is conducting market research on services of human resources necessary to perform the activities in the following initiative: Retrospective Holdings Integrity Program in the Library Buildings on Capitol Hill and the Library's off-site storage facilities at Fort Meade, MD and Landover, MD. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. CALM anticipates awarding a five year Labor Hour type contract with one twelve month Base Year and four twelve month Options Years. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), CALM hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to three (3) resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. The three (3) resumes include: 1) Corporate Liaison 2) Project Manager; 3) Assistant Project Managers. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than five (5) pages. The resumes will not be counted as part of the five (5) pages of the capability statement. The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: Corporate Liaison: The Corporate Liaison is the company contact who will serve as the key person responsible for administration of the contract at the corporate level including resolution of any issues or problems which cannot be handled by the onsite Project Manager. There are no specific qualifications required of this individual other than the authority to address contract, performance, management, personnel, etc. issues. While no qualifications are required, a resume would be required. Project Manager • Have a minimum of two (2) years experience performing similar work to what is required in this SOW in a major research library with more than a million volumes; • Have experience supervising a staff of more than 20+ FTE's; • Have experience working with an integrated library system; • Familiarity with cataloging using LC Classification and AACR; • Possess the ability to address performance and personnel issues; • Possess the ability to compile statistical data to produce daily, weekly, monthly and annual reports of work performed and • Have good written and oral communication skills.
