- Word Doc Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is AG-9A13-S-13-0010 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2006-55. This is a total small business set-aside. The NAICS code is 532412 and small business size standard is 500 employees. This is for a quantity of 1 each Hydraulic Excavator, Rock Hammer, Vibratory Drum Pad Roller, and a 3800 Gallon Water Truck without Operator. Specifications: Contractor shall include transportion cost of specified equipment to locations, cost should include pick up of equipment at the end of the rental period as noted. Contractor responsible for delivery of equipment, all repairs (time restrictions: 48 hours to repair or replace equipment) not damaged by the Government and pick up of equipment. Canopies and cab shall be ROPS, OSHA approved. Off highway equipment shall be equiped with standard "Slow Moving Vehicle" emblem attached to the rear of the equipment. Item #01 Hydraulic Excavator - The year of manufacture shall not be earlier than 2009. Shall be track laying type, with tracks not less than 24 inches in width. The track length for the machine shall not be less than 13.5 feet. The machine shall be diesel powered, and have a minimum of 160 SAE net horsepower and 45,000 - 55,000 pound operating weight. The power unit shall have an approved spark arrestor. The digging depth for this machine shall be as measured on level terrain from the ground under the boom hinge pin. The distance shall be a minimum of 24 feet. Protective screen shall be on front windshield to protect operator from flying rocks. Item #2 Rock Hammer - The year of manufacture shall not be earlier than 2009, manufacture model of PSM 266, 3000 pound head and have a chisel point bit, and no round point bit will be unexceptionable. Item#3 Vibratory Single Drum Roller - The year of manufacture shall not be earlier than 2009, articulated steering shall be required, vibratory smooth steel drum roller in front, shall have a water spray system to drum, minimum 50 gross horsepower, operating weight at minimum of 9,000 pounds and maximum of 14,000 pounds. Roller shall be single steel drum, minimum width 48" - 56", with pneumatic rear traction type wheels. Item #04 3800 Gallon Water Truck - The year of manufacture shall not be earlier than 2003, Manufacturer is T800 Kenworth model, with minimum of 525 horsepower, 3800 gallon water tank, shal have spray bars in front and rear of water truck, vehicle to have capacity of drafting water from water source, and all safety requirements installed to meet State of California vehicle requirements. Delivery dates and locations listed above. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2, Evaluation -- Commercial Items, if used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. The provision at 52.214-21, Descriptive Literature applies to this acquisition and a statement regarding any addenda to the provision.
