- This is a notice of intent to award a sole source contract. The United States Environmental Protection Agency (EPA), Region 1, 5 Post Office Square, Boston, MA 02109 intends to negotiate and award a sole source contract to Entech Instruments, Inc. for a pre-concentrator system to perform trace analysis of vapor phase volatile organic contaminants using EPA methods. This equipment will be located at EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. Entech Instruments is the sole manufacturer for its instrumentation, accessories, and parts. No other company has detailed knowledge of the proprietary materials and techniques employed in manufacturing this system as required by EPA. The pre-concentrator system provided for by Entech Instruments is the only pre-concentrator system that has been deemed fully compatible, as it relates to system hardware and software, with the EPA owned Entech 7032 Autosampler. Furthermore, the EPA intends to trade-in an EPA owned Entech 7101A Pre-concentrator system, for an additional discount. System trade-ins can only be performed directly with the manufacturer, Entech Instruments. The pre-concentrator system is to meet the following requirements as detailed below: - Must be fully compatible and able to interface with EPA owned Varian 3800 GC System - Must be fully compatible and able to interface with EPA owned ENTECH 7032 autosampler - Have integrated water and carbon dioxide management - Have the ability to accurately trap volumes from 0.25 to 1000cc - Have the ability to trap air and non-air matrices including He - Be equipped with a loop injection valve and 0.25cc and 0.50 cc loops - Be equipped with a compatible diaphragm pump - Come equipped with an autosampler capable of holding a minimum of 16 - 6 L or 15L canisters - Be equipped with a computer and all required software, including 8GB RAM - Operate on Windows? Operating System - Be equipped with all required cables, controllers, switches, evaluation standards and gas tubing required for installation and setup. - Applicable standards - USEPA TO-15 and TO-14A methods for specified target analytes The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals, however all responses received by the closing of this notice will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
