- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is HSBP1013Q0089 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 921190; there is not associated size standard established for this NAICS. The contractor shall support U.S. Customs and Border Protection Area Port of Brownsville in providing housing accommodations to those individuals arrested/detained up until when the individual is physically returned back to CBP custody for federal prosecution proceedings. BLANKET PURCHASE AGREEMENT - The US Customs and Border Protection Agency intends to establish a single Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The Government anticipates award of a BPA within 60 days of receipt of proposals. The Government is obligated only to the extent of the authorized purchases made under the BPA. Funding - This BPA does not obligate any funds nor authorize any deliveries. The Government is obligated only to the extent of funds obligated on authorized orders issued under this BPA by the authorized personnel. U.S. Customs and Border Protection requires the following services, Meet or Exceed, to the following: CLIN 001, BASE YEAR PERIOD (PoP: Date of Award through September 30, 2013)-Detainee lodging for the Brownsville Port of Entry - SEE ATTACHED SOLICITATION PACKAGE: 1 EACH CLIN 002, YEAR #2 (PoP: 12 MONTHS) -Detainee lodging for the Brownsville Port of Entry - SEE ATTACHED SOLICITATION PACKAGE: 1 EACH CLIN 003, YEAR #3 (PoP: 12 MONTHS) -Detainee lodging for the Brownsville Port of Entry - SEE ATTACHED SOLICITATION PACKAGE: 1 EACH CLIN 004, YEAR #4 (PoP: 12 MONTHS) -- Detainee lodging for the Brownsville Port of Entry - SEE ATTACHED SOLICITATION PACKAGE: 1 EACH CLIN 005, YEAR #5 (PoP: 12 MONTHS) -Detainee lodging for the Brownsville Port of Entry - SEE ATTACHED SOLICITATION PACKAGE: 1 EACH This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. ORCA Requirement - Company must be registered on Online Representations and Certifications Application (ORCA) before an award could be made to them. If company is not registered with ORCA, they may do so by going to ORCA web site at https://orca.bpn.gov/. Award Criteria - An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is the Lowest Price Technically Acceptable (LPTA). An offer is technically acceptable if its technical capabilities conform to the Government's Statement of Work. Q & A - Please submit all questions by email to Lety.Ramos@dhs.gov.
