Description
SOURCES SOUGHT NOTICE This is NOT a solicitation announcement, but a Sources Sought Synopsis only. This synopsis is market research to determine the availability of qualified 8(a) Small Businesses that are certified by the Small Business Administration (SBA) prior to issuing a Request For Proposal (RFP). A decision will be made to issue the proposed solicitation as a competitive 8(a) set-aside if a sufficient number of responses are received from qualified 8(a) Small Businesses. There is no solicitation number at this time. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published in Federal Business Opportunities through Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and begin with "N62473." The proposed contract is limited to qualifying 8(a) firms that have a bona-fide SBA approved branch office in California. The North American Industry Classification System (NAICS) Code is 541620, Environmental Consulting Services with a Small Business Size Standard of $14 million. The general scope of this requirement is to provide firm fixed price environmental compliance contract support services as described in the attached Performance Work Statement (PWS.) in support of the Installation Environmental Compliance, Conservation Programs and Restoration Programs and the integrated Environmental Management System (EMS) of the Naval Weapons Station Seal Beach (NAVWPNSTASB), its Detachments, tenants and customers and includes a wide range of environmental compliance technical and professional services. The estimated release date of the solicitation is 31 May 2013. The anticipated period of performance is for a base and two (2) option periods. The contract value is estimated to be $3.4 million. The anticipated award date is August 1, 2013. This contract will replace contracts for similar services awarded from 2007 through the present for approximately $1.3 million per year. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. There will be a level of effort of nine (9) FTE work years; seven (7) FTE are to be on-site FTE positions: 1 Project Manager/Senior Environmental Scientist or Engineer 1 Senior Environmental Scientist - Environmental Compliance and Conservation Project Support 2 Environmental Compliance Specialists 2 Environmental Compliance Assistants 1 Natural Resources Project Assistance/Ecologist 1 FTE work year Senior Compliance Specialist support (Environmental Engineer or Scientist) 1 FTE work year Specialized Environmental Project and Technical Support Interested sources should provide a brief narrative/synopsis (no more than 5 pages) of the company's services, ability to provide personnel who meet the qualifications (above), and no more than 3 past performance references (Name, company address, POC) for projects completed in California with similar requirements as those stated in the attached PWS within the past 3 years. NAVFAC SW will evaluate responses to this sources sought notice by the standards of technical understanding/capability and experience as these factors pertain to the PWS. Responses to this Sources Sought announcement are due no later than 1200 PM PDT Thursday, 9 May 2013. Please provide responses to Kennette Esguerra through email at kennette.esguerra@navy.mil. Important note: This is a request for information. This request does not commit the Government to pay any costs associated with providing information in response to this announcement and any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify a sufficient number of qualified 8(a) potential firms for a competitive procurement. Respondents will not be notified of the results of the evaluation. All data received in response to this sources sought notice marked or designated as corporate or proprietary information will be fully protected from release outside the government. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
