Description
This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 15, Contracting by Negotiation. The authority for this award is FAR 13.106-1(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The Office of Personnel Management's (OPM), Chief Information Office (CIO) Data Center (DC) provides the computing platform supporting Retirement Services and Federal Investigative Services among others to the Office of Personnel Management (OPM) by managing and operating OPM's Mainframe platform. This IT infrastructure consists of an IBM mainframe Enterprise Server, Automated Tape System (ATS), Virtual Tape Library (VTL), and Direct Access Storage Devices (DASD). This infrastructure supports daily operations and data mirroring to Sterling Forest, NY; OPM's disaster recovery and business continuity site. In support of this mission, CIO requires the a contractor to remove the existing external Uninterruptible power supply (UPS) system and battery backup for the Data Center and LAN equipment and install an internal UPS system at OPM headquarters building located at 1900 E Street, NW, Washington DC 20415. The temporary UPS is a critical power system to ensure the Office of Personnel Management's capability to remain operational and to ensure the TRB Information Technology Infrastructure provides continuous, high-availability computer operations at the TRB, it is imperative that a UPS system be installed to ensure the is no disruption to OPM's IT infrastructure. Tissa Enterprises Inc. (TEI) located at 5728 Industry Lane Frederick, MD 21704 has maintained a high standard of performance during the years of service to OPM and possesses the technical and logistical resources to provide these services. The current contract for the installation, removal, maintenance and repair of the current UPS rental equipment is held by TEI. The issuance of a contract to TEI install the internal UPS will system will eliminate the need to have one contractor remove the existing external UPS system, which will make OPM vulnerable to a possible power outage due to the lack of a backup power supply system; while waiting the another contractor to install the new internal UPS system and becomes familiar with the current configuration of the OPM's IT infrastructure. Therefore, to ensure the continuity of operations, minimize the downtime during the internal UPS installation and ensure the installation is both effective and efficient; it is in the best interest of OPM to contract with TEI to install internal UPS system and to provide rental and maintenance services for the duration of the contract. The North American Industry Classification System (NAICS) Code for this requirement is 238210. THE PURPOSE OF THIS NOITICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Siobhan J. Lawson Siobhan.Lawson@opm.gov within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the Systems for Awards Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Tissa Enterprises, Inc.
