Description
Request for Information from the DHS Office of Intelligence and Analysis Geographic Software License This Sources Sought notice is issued for informational and planning purposes only. This is not a Request for Quote (RFQ) and it does not commit the Government to solicit or award an order now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services stated. All businesses, large and small (must possess a GSA schedule), capable of performing the requirement indicated below are encouraged to respond to this notice. The information requested by this notice will be used within the Department of Homeland Security (DHS) to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The proposed product shall provide a software plug-in that transforms Adobe Illustrator into a cartographic authoring tool. This software plug-in should bridge the gap between Geographic Information Systems (GIS) and graphic design. Also, this software plug-in should retain fully functional and editable maps to merge data sets, change projections and scale, crop, label, add legends, index, automate tools in a workflow, and register raster imagery in Adobe Illustrator. The software should allow seamless integration with the Illustrator. • At a minimum, the software plug-in should have the have the following capabilities: the ability to import FME FFS files, and a writer to translate GIS data from FME Desktop to Adobe Illustrator, the ability to create MAP themes that create dot density maps, charts and style sheets, create Adobe PDF files containing coordinate systems and attributes, find locations, measure distances, perimeters and areas, add locations markers, customize export settings and import geospatial PDF and GeoPDF documents. • The software plug-in should have a web author tool that allows Adobe Illustrator documents with GIS data to be exported to interactive HTML5 and Flash maps without any additional coding or software requirements and embed them into any web page. Also, have the ability to directly import feature classes from ESRI Personal geo-database (.mbd), file geo-database (.gdf) and ArcSDE servers and use SQL queries and spatial filters to refine import. • The software plug-in needs to have an attribute that holds map attribute information for vector lines, area or point data. The software plug-in should have a georeferencer and a point plotter. • The software plug-in should have geoprocessing capabilities such as: buffer, join, spline, flip, crop and simplify lines. • The software plug-in should have text utilities to perform text actions such as correcting upside down text, separating multiline text into single line and cropping text path to text length. The software plug-in should be able to label map objects, have a vector crop tool, grids and graticules, measurement tools and customizable map elements. Sources that have the ability to provide the necessary product are asked to respond to this notice with a corporate capability statement that includes general background information and technical capabilities describing your firm's experience with projects similar to the requirement. The capability statement shall be a maximum of five (5) pages. It shall include a cover sheet that includes: 1. Company name and address; 2. Points of contact including phone numbers and e-mail addresses; 3. Company cage code and DUNS; 4. Business size, large or small business, and if small indicate what types of small business concern (e.g. hub zone, 8(a), woman-owned...); 5. Name of product; 6. Warranty Info; 7. Any additional terms and conditions; 8. General Services Administration (GSA) schedules including Special Item Numbers (SIN) under which your company can provide the services described in this notice. The remainder of the capability statement shall include the following; a description of the applicable capabilities of your company, the nature of the services, and products you provide. Please provide a Capability Statement to Jeffrey Boice at jeffrey.boice@hq.dhs.gov by Noon on May 17, 2013. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. This procurement is being set aside for GSA vendors only.
