Description
Draft SOW ACQUISITION STRATEGY This acquisition will be conducted under Federal Acquisition Regulation (FAR) Part 12 Commercial Contracting procedures. This is a Full and Open competitive acquisition with a North American Industrial Classification System (NAICS) code of 325510 (size standard is 500 Employees). The requirement will be a best value award utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures, with award going to at least two vendors. The FAR Part 12 contract will contain Firm-Fixed-Price (FFP) line item for this procurement. The Government intends to award a multiple award contract but researves the right to award to a single vender. The Government will award more than two contracts is the estimated savings on the Total Estimated Quantity (TEQ) is more than $3000 for a line item. This number is the estimated administrative cost to write and administer a third contract under this Multiple Award Contract (MAC). The Government will then compete each delivery order among each contractor and award the delivery orders based on price only, as technical acceptability will have been established on the basic competition. The Contractor shall furnish all vehicles, trailers, containers, tools, equipment, parts, materials, supplies and labor for the loading, handling, transportation and delivery of frozen sealants, to be kept frozen to -80 degrees Fahrenheit from the time of manufacture to delivery at destination drop points at Tinker Air Force Base. The sealant will have a 60 day shelf life from the date of manufacture and will be delivered to Tinker AFB within 5 days of manufacture. Premature thawing will determine the product to be no good, and will be removed and replaced by vendor. The contract will include six (6) types of Frozen Sealant. The contract vehicle is a multiple award, fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one year Basic ordering period plus four one (1) year options. Delivery orders will be competed among contract holders quarterly or as needed.
