- PROJECT INFORMATION On or about 21 May 2013, this office will issue a Request for Proposals for GSU Transformer Installation at Gavins Point Dam, SD. The solicitation will close on or about 20 June 2013. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. This project removes three (3) - 115kv GSU transformers and replaces them with three (3) government furnished transformers on existing transformer pads. The new installation will include a new oil containment system, two firewalls between transformers, and a 115kv take-off tower support structure. Placement of the new transformers in their operating location will be performed by the transformer supply contractor, including transformer reassembly, oil-filling and testing. This contract will require all external connection to the transformers including power, control, and annunciation cabling to the powerhouse routed through new conduits and the existing cable tunnel. All conduit in the transformer yard will be replaced. At the government options, a five section, 15 KV outdoor station service switchgear will be replaced including two 13.8 kV-12.47kV 500 kVA transformers, and all associated control wiring. Only single unit outages will be allowed. Close coordination will be required with USACE to finalize details and coordinate outages. The estimated construction cost of this project is between $1,000,000 and $5,000,000. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Bidders (Offerors): SAM registration is required prior to receiving contract award.
