- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is RFQ0745134244 and is being conducted as a 100% small business set aside. The NAICS Code for this requirement is 336611 - Ship Building and Repairing; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The FBI requires Repair/Refurbish one 34 ft Boat and one 41 ft Boat. Boat will be painted and reinstallation and replacement of all equipment as described in the scope of work. Boat will be operationally tested when completed to ensure all systems operate within parameters. Minimum Requirements: • Boat yard should be within 6 hours travel time by water; • Boat cannot be trailer and carried over land; • Boat yard must have a minimum of 6 feet of water at the haul out well at low tide (boat has a 4.5 foot draft); • Boat yard must have at a minimum a 50 ton travel lift that can accommodate a 15 foot beam to remove the boat from the water; • Capability to paint and work on the boat in a climate controlled, enclosed building; • Paint and fiberglass repair capability, to include bottom painting; • Aluminum welding/fabricating capability; • Electrical, plumbing, and diesel repair capability; • Electronics installation and repair capability; • Carpentry capability; • Marine HVAC capability; • Upholstery repair capability; • All work should be done to American Boat and Yacht Council standards. Period of Performance: • All work to be completed within 60 days of contract award. Location Instructions: • Boats are located Quantico Marine Base Marina, VA. Pre-Proposal Site Visit: • A Pre-proposal site visit is MANDATORY prior to submitting a proposal. A site visit will be held on Monday, May 13, 2013, at 10:00 am, Eastern Standard Time (EST) at the Quantico Marina. The site visit will not exceed two (2) hours. All interested contractors must pre-register for the site visit no later than 11:00 am, EST on Friday, May 10, 2013, by contacting Jerry Varnell, Contract Specialist via email at, jerry.varnell@ic.fbi.gov. Please provide the company name, a list of attendees (2 per company), and a telephone number. ***Contractors who do not attend the pre-proposal site visit will not be considered!*** Work to be accomplished on 34 Foot Boat: • Paint the bottom with aluminum compatible anti-fouling paint; • Replace all hull zincs; • Install windows on port and starboard sides of cabin between existing windows. Work to be accomplished on 41 Foot Boat: • Fabricate Galley using existing sink and cabinetry. Include faucet and plumbing to freshwater pump (test pump for proper operation). Wire 110V outlet for 1100 watt microwave; • Paint or replace the interior wood grain Formica Paneled surface inside the cabin; • Engines (2 John Deere 8.1 Liter Diesel Engines) and Generator service to include change engine oil/filters, change engine fuel filters, change Racor fuel filters, change transmission fluid, replace rubber impellers, and check cooling systems. A firm fixed price contract will be awarded to the responsive, responsible quote that conforms to this combined synopsis/solicitation and is the Best Value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical acceptability (2) price and (3) past performance. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. Quotes shall be clearly marked RFQ0745134244. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. All questions regarding this combined synopsis/solicitation are due by Wednesday, May 15, 2013, 11:00 am EST. Addendum to 52.212-1, Modify (b) All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
