- Solicitation package SEE ATTACHMENT. Combined Synopsis/Solicitation for Japanese Beetle Traps and Lures AG-6395-S-13-0077 1. This is a combined synopsis/solicitation for commercial products- prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price commercial supplies contract. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. 2 This requirement is for a total small business set-aside. The NAICS code is 339999. The small business size standard is 500 employees or less. This requirement is for the United States Department of Agriculture (USDA) Animal Plant Health Inspection Services (APHIS) Plant Protection and Quarantine (PPQ), Facilities & Operations, Bldg 6407, Moore Air Base, Edinburg, TX 78541. 3 The solicitation number for this effort is AG-6395-S-13-0077 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. The offerors price must be FOB Moore Air Base, Edinburg, TX 78541. 5. Statement of Work: Japanese beetle Program A. Scope Indefinite delivery of the following for the Japanese beetle (JB) program: • Dual lure composed of floral lure and sex lure • JB traps (JBTR) • JB catch can (JBCC) • JB trap wire (JB W) • JB hangar pole (JB HANP) • JB Top green (JBT green) B. Background Japanese beetle (JB) is a serious pest of horticultural and agronomic production. Larvae feed on the roots on plants especially grasses. Adults feed on the foliage and fruits from several hundred plant species. In order to protect the agriculture production of the Western United States, the JB program was established in 1979. The purpose of the program is to protect nine western states from the artificial spread of the beetle. Currently, the nine protected states are Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. As part of the program, airports in the Eastern United States are monitored for beetle population. An airport becomes regulated when a) the likelihood is that JB will enter aircraft and b) aircraft is destined to a protected state. C. Objective The requested supplies are needed to equip personnel to detect and monitor JB infestations in both regions. The lure-baited traps are a primary detection tool used to delimit and survey the extent of the infestation. In the Eastern region, the traps and lures are a necessary tool which helps determine the population near the airports. In the Western region, the traps and lures are a necessary tool to survey for a JB population. D. Trap Specifications The JB trap is a reusable plastic trap which measures 16 inches in height by 4.5 inches in diameter. The trap has two parts. The top is four-finned shape which secures the dual lure. The bottom of the trap is a can with holes to allow the odor of beetles to dissipate. There are also several holes in the top which secures the trap for hanging. Package Marking Each product must be identified, both on the lure packet and the shipping containers with lot number, contract number, and manufacturing date. F. Lure Specifications The JB lure is a dual lure which contains an aromatic lure and a pheromone (sex) lure. One lure should be effective for a complete season. Floral Lure or PEG Active Ingredients in the ratio of 3:7:3 • Phenyl Ethyl Propionate - characteristics include colorless to pale yellow liquid, fruity odor, insoluble in water; o Boiling point - 245° C o Specific gravity - 1.012 • Eugenol - characteristics include colorless to pale yellow liquid, strong clover-like odor; insoluble in water; o Boiling point - 255° C o Specific gravity - 1.066 • Geraniol - characteristics include colorless to pale yellow liquid, fruity odor, insoluble in water o Boiling point - 230° C o Specific gravity -.88 Pheromone Lure Active Ingredient • (R,Z)-5-(1-decenyl) dihydro-2(3H) furanone - this must contain at least 98% of the (R) enantiomer and 805 of the (Z) isomer o Characteristic - colorless to light pale yellow liquid G. Quality Assurance and Storage of Lures Quality assurance of trap and lure will be conducted according to the manufacturer's internal QA procedures. PPQ may request QA documentation if a need is determined by program activities. Packages of lure should be stored in a cool, dry place. 6. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. (x) The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. A trade off process will be used to evaluate quotes. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. The following factors shall be used to evaluate offers: Low Price Technical acceptable, award will be made to the lowest priced responsible/responsive offeror meeting all technical and delivery requirements.
