Description
SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT NOTICE AND ANY INFORMATION RECEIVED WILL BE USED STRICTLY FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A FORMAL REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) under NAICS code, 541690 (Other Scientific and Technical Consulting Services), that have the capability to conduct/manage a chemicals ordering service. Small businesses are defined under the associated NAICS code 541690 as those domestic sources with annual receipts of $14.0M or less. I. BACKGROUND The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of the NIST/NIH/EPA Mass Spectral Library (the Library, http://www.nist.gov/srd/nist1a.cfm) and the peptide tandem mass spectral database (the Database, http://www.nist.gov/mml/bmd/data/peplibdatareport.cfm). I. SCOPE OF WORK a. OBJECTIVES/PURPOSE: The goal is acquisition of Mass Spectral Data (MSD) and Gas Chromatography Retention Indices (GC RI) of chemicals and their chemical derivatization products using a Gas Chromatograph - Mass Spectrometer (GC/MS) and Liquid Chromatograph - Mass Spectrometer (LC-MS). The obtained data will be added to the Library and the NIST web-book. b. GENERAL: The Contractor shall procure chemicals that will be used to acquire MSD and GC RI data, chemical structures, Chemical Abstract Service Registry Nos. (CASRN), and names/synonyms for the inclusion to the Library and Databases. The classes of chemicals will include all available compounds with a boiling point up 500oC, which are suitable for GC/MS analysis and high molecular compounds for the LC-MS analysis. c. SPECIFIC REQUIREMENTS: The Contractor shall procure chemicals as specified in a given Task Order. Each Task Order will specify the purity and amount of each chemical to be delivered to NIST. The quantity of each chemical will be in a range 0.001 - 50 grams and the purity will range from 80% to 99.9%. The price per chemical should be in a range $5.00 - $500.00. The total number of chemicals will not be less than 1,000 and will not exceed 10,000. Minimum number of chemicals per Task will not be less than 200. II. PERIOD OF PERFORMANCE The performance period will consist of a 1-yr. base period and include (3) 1-yr. option periods. III. PLACE OF PERFORMANCE All services shall be performed at the Contractor's worksite. IV. GOVERNMENT FURNISHED PROPERTY NIST will prepare a list of chemicals to be delivered under each task order. The list will contain a chemical name and a catalogue number from a manufacturer. The catalogue number will be provided for informational purposes only, which will contain information of the purity of a compound and the quantity required. The catalogue number will also give an idea of the cost of a compound with a given purity and quantity. V. SCHEDULE OF DELIVERABLES: Schedule for delivery: No later than 60 calendar days post task order award. The deliverables shall include the chemicals specified for each task order, certificate(s) of purity and documentation showing the amount of each chemical. Split shipments of the chemicals are acceptable to the Government. VI. ACCEPTANCE TESTING OF DELIVERABLES NIST will perform acceptance testing of chemicals delivered by the Contractor by examination of the documentation delivered to NIST along with the chemicals. The criteria for acceptance shall be that over 98% of samples submitted to NIST are of the requested purity of a compound (http://en.wikipedia.org/wiki/Talk%3AChemical_compound). VII. KEY PERSONNEL REQUIREMENTS: Key personnel shall have at least 3 years' experience with the acquisition of chemicals. NOTE: NIST IS NOT SEEKING A SOFTWARE SOLUTION. Small businesses that currently possess such capabilities and have prior experience managing/stocking chemical inventories, are encouraged to respond to this notice by providing the following information: 1. Brief narrative providing evidence of the ability to manage chemical inventories. 2. Capabilities Statement discussing core competencies. 3. Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes. 4. Indication of whether your company currently has an active registration, including on-line representations and certifications at the System for Award Management (www.sam.gov) website. No telephone requests will be honored. All information provided will become property of NIST and will not be returned. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of their capability statement assessment. All capability statements and information requested above must be submitted via e-mail to randy.schroyer@nist.gov. Responses must be submitted not later than the response date for this Sources Sought Notice. Responses shall be limited to 10 typed pages, including attachments.
