Description
STATEMENT OF WORK Naval Health Research Center (NHRC) has a requirement for (1) consultancy services to conduct library services assessment (also known as an information audit, gaps analysis, or needs assessment) to aid in planning and more efficiently managing library operations. The broad objectives are to (1) ensure a maximum return on investment in researchers and information resources; (2) provide the command a better understanding of its own library resources; and (3) raise awareness among researchers of existing processes and practices and the possibility of better meeting their needs. Outcome must put the command in a better position to develop policies, select appropriate content, deliver cost-effective services, and apply problem-solving tools and technologies. 1. Scope of Work Contractor will conduct assessment of library services and other resources in conjunction with the needs of researchers at NHRC to better understand user needs compared to available resources. In doing so, contractor must (1) clarify what resources the library has or does not have; (2) identify duplication of resources and opportunities for eliminating duplication; (3) assess accessibility of resources to appropriate users; and (4) understand user practices and needs. Contractor will investigate current resources and services at NHRC to identify: (1) information currently coming into the library from outside (subscriptions and other vendor contracts); (2) relationships with other libraries, both Navy and other information seeking practices; and (3) needs of principal investigators and other research users. An analysis of the findings obtained through the assessment must lead to viable recommendations for the NHRC library. The final report must contain information suitable to feed back into the Naval Medical Research Center (NMRC) initiative encompassing all other research laboratories and commands within the auspices of NMRC. Topics will include: (1) gaps, if any, in available resources; (2) awareness or training, if appropriate, for library users; (3) opportunities for sharing resources with other libraries; and (4) subscriptions and contract negotiations with key vendors. 2. Deliverables Contractor must deliver a detailed report summarizing findings and conclusions. Reports must include (1) findings with a table of contents, (2) executive summary, (3) objectives and methodology, (4) conclusions and recommendations, with graphics and data tables as appropriate, to include plan for sustainability. Contractor shall present findings and recommendations in person to the NHRC command leadership and shall be prepared to answer additional questions. 3. Supplies and Equipment Contractor will be responsible for acquiring all supplies and equipment needed to perform the services required. 4. Timetable The contract performance shall not exceed two months from initiation to the submission of the final deliverable product. 5. Clearance Contractor is responsible for gaining access to Naval Base Point Loma (NBPL) and other Naval base sites and must be cleared before the service is initiated. Contractor personnel should be easily identifiable (i.e. name tags, badges etc.). The contractor is responsible for providing transportation to their personnel to and from the job site in company vehicles. No privately owned vehicles (POV) of the contractor's personnel will be afforded access to NBPL unless the vehicle has a valid military base access sticker. Changes to personnel list must be submitted in writing prior to access being granted. 6. Instructions Submit proposal and cost proposal via email to victor.hernandez1@med.navy.mil and erica.harris@med.navy.mil by the specified cut off date. Proposal shall not be longer than 10 pages in length. Cost proposal shall be in excel format with a breakdown of costs.
