DRAFT Annex 3 DRAFT Annex 10 DRAFT Annex 1 DRAFT Annex 4 DRAFT Annex 9 DRAFT DD Form 254 DRAFT Annex 6 DRAFT Annex 2 DRAFT Annex 11 DRAFT Annex 7 Draft Performance Work Statement DRAFT Annex 8 DRAFT Annex 5 Base Operations Support (BOS) Services For The National Geospatial Intelligence Agency and Arnold Facilities HM1575-13-R-0012 Request for Comment The following is a Request for Comment (RFC) and required additional information for the Base Operations Support contract for the National Geospatial Intelligence Agency at the St. Louis and Arnold, MO locations (NGA-W). This announcement provides the DRAFT Performance Work Statement (PWS) and Annexes 1-11 for the required base operations support services. This announcement is for information and planning purposes only and does not constitute a Request for Proposal. NGA requires the continued base services for all of the services listed in the DRAFT PWS and Annexes attached to this announcement. The purpose of the Request for Comment (RFC) is to afford industry an opportunity to comment on any perceived issues in regard to the DRAFT PWS and Annexes 1-11 for the services and receive the benefit of industry comments. The Government's purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of the services. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the DRAFT PWS and Annexes. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve an eventual solicitation package. Comments are solicited regarding the following: 1. NGA is considering issuing a firm-fixed price contract with cost reimbursable line items to provide the various base support services at NGA-W. The contract will also include a transition period of 3 months (March 1, 2014 through May 31, 2014). The anticipated period of full performance is a one year base period (1 July 2014 through 30 June 2015) with four one year option periods. 2. Comments, whether supportive or critical, are earnestly solicited regarding every aspect of the proposed DRAFT PWS and Annexes for the effort. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Requests for Proposals. The use of comments received from industry to complete final performance work statement, annexes and resulting solicitation documents will be at the discretion of NGA. Any subsequent solicitations will be synopsized prior to its release. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the Request for Comment (RFC) should not be used by offerors to market their products/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the Request for Comment (RFC). Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. 3. Additional Information Required Contractors are requested to provide the following information to the Contracting Officer no later than the date due below. a) Will you be proposing on the BOS-W contract as a Prime Contractor or a Subcontractor? b) The minimum required Facility Clearance for this effort is TS. Does your company have a TS Facility Clearance? c) The minimum required personnel clearance is TS/SCI for all services under the contract. Does your company have the required personnel clearance for this effort? Responses to this announcement must be submitted in writing to the Contracting Officer at the email address (carla.r.bean@nga.mil) no later than 16 May 2013 at 4:00 p.m. Central Standard Daylight Time (CSDT).
