- Full Set of BPA (Retain for Your Records) Provisions (Complete and Submit as Part of Your Offer) - See Submittals for remainder of submittal requirements. Short Set of BPA (Complete and Submit as Part of your Offer) This is a combined synopsis/solicitation for "Call-When-Needed" Equipment Rental prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. The U.S. Forest Service, Western Montana Acquisition Zone, intends to establish one or more Blanket Purchase Agreement (BPA) for "Call-When-Needed" Equipment Rental for the Flathead National Forest located in Kalispell, MT; however, the Government reserves the right not to award any BPA. Any resultant BPA will be three (3) years in duration. A BPA is a vehicle that an ordering activity can use to facilitate the acquisition of recurring needs for services or supplies. BPA's enable ordering activities to prepare for anticipated purchases. A BPA is not a contract, and although it establishes the terms applicable to the placement of future orders, it does not obligate funds. When the need becomes immediate, the ordering activity can then make the purchase by simply placing a BPA Call against the BPA. BPA's do not state a minimum or maximum amount. Since it is not a contract, there are no guarantees that the Government will place any orders against it. BPA's may be established upon receipt of reply package. All interested Contractors shall submit the Short Set of the BPA (pages 1-3 and 32), Experience Questionnaire, and the Provision package which contains Submittal Requirements to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot by accepted by the Government to form a binding contract. This is a 100% total HubZone Set-aside and the small business size standard is $7.0 million. The North American Industry Classification Code is 11530. The established BPA will have a performance period from date of award through March 31, 2016. This announcement constitutes the only notice. The notice and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66B - April 1, 2013. Replies must be received by May 17, 2013, at 4:00 p.m. Mountain Time at the Lolo National Forest Supervisor's Office, ATTN: Martin Schmidt, Building 24, Fort Missoula, Missoula, MT 59804. Please put Solicitation No. AG-03R6-S-13-0030 on the envelope.
