- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority in FAR Part 13, and FAR Part 12, Acquisition of Commercial Items. This Solicitation is issued as a request for quotation (RFQ). The requested delivery date must be no later than 30 days ARO. White Sands Missile Range intends to purchase three (3) USB Controllers. The Applied Environmental Effects Division located at White Sands Missile Range, NM has a requirement to acquire upgraded Oart 6094A-2-2971 USB Controller with IRIG for the existing Launcher Dynamics Instrumentation (LDI) 6000 series Pacific Instruments Data Acquisition System (DAS). All responses to this solicitation must include the following additional information: name and address of firm, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to dennis.g.donaldson.civ@mail.mil no later than 1400 PST May 10, 2013. An item in this solicitation is identified as quote mark brand name or equal, quote mark the brand name product reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that quote mark equal quote mark products must meet ALL the properties of the brand name product. (a) To be considered for award, offers of quote mark equal quote mark products, including quote mark equal quote mark products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic of the brand name product; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or specifications. (b) The Technical Representative will evaluates quote mark equal quote mark products on the basis of information furnished by the offeror or identified in the offer. The Technical Representative is not responsible for locating or obtaining any information not identified in the offer. (c) Unless the offeror clearly indicates in its offer that the product being offered is an quote mark equal quote mark product, the offeror shall provide the brand name product referenced in the solicitation. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.211-6 Brand Name or Equal; FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-3, 52.222-19, 52.222-21,52.222-26, 52.222-36,52.222-40,52.223-18, 52.225-1,52.225-13, 52.232-33.
