Description
The Receiver Technology Section of the Electronic Warfare Support Measures (ESM) Branch at the Naval Research Laboratory (NRL) is developing a radio frequency (RF) Signal Conditioning and Distribution System (SCDS). The SCDS provides configurable connectivity between sensor assets and signal processor assets. The SCDS accepts outputs of the sensor systems, which can be broadly categorized into five suites of systems: Sensor System A, B, C, D, and E. The SCDS provides inputs to mission system equipment, which can be broadly categorized into 5 suites of equipment: Mission System A, Mission System B, Mission System C, Mission System D and Mission System E. The development relevant to this RFP pertains to three SCDS subsystems: Unit Type 1, Unit Type 2 and Unit Type 3. The work required by this contract shall be performed in accordance with A-level specifications and a statement of work (SOW), which will be available with the solicitation. The contractor shall design, develop, fabricate, test, and deliver units as listed in the SOW to meet the performance criteria specified by the A-level specifications and in accordance with the detailed requirements in the SOW. The contractor shall adhere to these requirements for each of the following three constituent subsystems: ● Unit Type 1: 9x8 RF Switch Matrix ● Unit Type 2: Ganged 2x1 Switches ● Unit Type 3: 94x110 Broadband Switch Matrix Spares and support services for installation and repair will be required. The final systems' check-out will be performed at NRL, Washington, DC. The work required by this contract requires accessing information classified at the SECRET level. Contractor personnel shall have a current, valid, and final SECRET clearance granted by the Department of Defense by date of contract award. A fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract is contemplated. Based on a survey of the market, the government has determined that the supplies and services to be acquired do not meet the definition of a commercial item. Therefore, the government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
