Amendment 01 Updated Solicitation package UPDATED 5/8/2013 SEE ATTACHMENTS Combined Synopsis/Solicitation for Japanese Beetle Traps and Lures AG-6395-S-13-0077 1. This is a combined synopsis/solicitation for commercial products- prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price commercial supplies contract. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. 2 This requirement is for a total small business set-aside. The NAICS code is 339999. The small business size standard is 500 employees or less. This requirement is for the United States Department of Agriculture (USDA) Animal Plant Health Inspection Services (APHIS) Plant Protection and Quarantine (PPQ), Facilities & Operations, Bldg 6407, Moore Air Base, Edinburg, TX 78541. 3 The solicitation number for this effort is AG-6395-S-13-0077 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). The offerors price must be FOB Moore Air Base, Edinburg, TX 78541. 5. Statement of Work: Japanese beetle Program UPDATED 5/8/2013. A. Scope Definite delivery of the following for the Japanese beetle (JB) program: • Dual lure composed of floral lure and sex lure • JB traps • JB catch can • JB trap wire • JB Top yellow or green B. Background Japanese beetle (JB) is a serious pest of horticultural and agronomic production. Larvae feed on the roots on plants especially grasses. Adults feed on the foliage and fruits from several hundred plant species. In order to protect the agriculture production of the Western United States, the JB program was established in 1979. The purpose of the program is to protect nine western states from the artificial spread of the beetle. Currently, the nine protected states are Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. As part of the program, airports in the Eastern United States are monitored for beetle population. An airport becomes regulated when a) the likelihood is that JB will enter aircraft and b) aircraft is destined to a protected state. C. Objective The requested supplies are needed to equip personnel to detect and monitor JB infestations in both regions. The lure-baited traps are a primary detection tool used to delimit and survey the extent of the infestation. In the Eastern region, the traps and lures are a necessary tool which helps determine the population near the airports. In the Western region, the traps and lures are a necessary tool to survey for a JB population. D. Trap Specifications The JB trap is a reusable plastic trap which measures approximately 16 inches in height by approximately 6 inches in diameter. A complete trap has two parts, a top and a bottom. The top: The top has three distinct portions - a four finned section, a collection funnel and a portion for attachment of the bottom. The general orientation of the four-fins achieves equal spacing around a central foci. The fins themselves are approximately, 2.5 inches wide by approximately 4 inches in height from the top of the collection funnel. The central foci has a cut out of the fins at an approximate depth of 1 inch to allow for the insertion of scented bait. Additionally, there is a hole on a fin allowing for the insertion of a pheromone septa (approximately ¼" in diameter). Additionally, there is two holes approximately ¼" in diameter on the top portion of at least opposing two fins. These will be off-set from the edge to allow a wire trap hanger to be inserted. The fins will be securely affixed to a collection funnel with a top (large opening) dimension to be at least equal to the diameter of the fins. While the bottom portion shall be large enough to allow the entry of the target pest but small enough to ensure they cannot easily escape. The very bottom of the top portion will be firmly attached to the funnel portion and the threading or other method of attachment shall correspond to the bottom collection cup to be provided. The bottom: The bottom of the trap is a can with a threading or other mechanism to allow it to be securely affixed to the top portion. Both top and bottom shall have threading that will allow the traps to be joined. The cup shall have vents small enough and numerous to allow odors and liquids to escape but prevent the exit of the target beetle. General characters of the trap: The trap shall have general features which allow it to better capture the Japanese beetle Besides the characteristics described elsewhere the trap must meet the following general characters also: • The trap shall be of sufficient weight so that in brisk winds it is held (with aide of wire hanger) in a vertical position. • Be available in yellow or green. • The trap shall be reusable for 3 to 5 years. • It shall be sturdy enough so that beetles will not be able to escape even when they chew. • The trap shall allow for water drainage. • The collection cup has an opening large enough to allow for the removal of beetles. E. Package Marking The following marking shall be included on all shipping boxes and be at least 1/2 inch lettering: • Product Name • Color of the Top (if appropriate/Trap only) • Production lot number • Contract Number • Lures will be individually marked with product name and lot number. F. Lure Specifications The JB lure is a dual (2 part) lure which contains an aromatic (kairomone) lure and a pheromone (sex) lure. One lure should be effective for a complete season up to 12 weeks. Floral Lure or PEG The aromatic component shall not exceed 3.7 cm in either length or diameter. The lure shall fit in such a way that it doesn't become easily dislodged in the top fin potion of the requested trap for placement in the four-finned top of the trap (as shown by the arrow on page 2). The floral lure lure will be a solid matrix dispenser and contain no mesh plastic covering. Active Ingredients shall be in the ratio - 3 Parts Plenyl Ethyl Propionate: 7 parts Eugenol: 3 parts Geraniol • Phenyl Ethyl Propionate - characteristics include colorless to pale yellow liquid, fruity odor, insoluble in water; o Boiling point - 245° C o Specific gravity - 1.012 • Eugenol - characteristics include colorless to pale yellow liquid, strong clover-like odor; insoluble in water; o Boiling point - 255° C o Specific gravity - 1.066 • Geraniol - characteristics include colorless to pale yellow liquid, fruity odor, insoluble in water o Boiling point - 230° C o Specific gravity -.88 Pheromone Lure Active Ingredient • (R,Z)-5-(1-decenyl)dihydro-2(3H)-Furanone (Nuranone) - this must contain at least 98% of the (R) enantiomer and 805 of the (Z) isomer o Characteristic - colorless to light pale yellow liquid The pheromone lure will be impregnated into a rubber septum to allow for the continued release of the product through the field season (12 weeks). G. Trap Wire A ridged rust proof metal wire will be provided to allow the JB trap to hang from a pole. The wire will be bent to form a "V" with curved ends to allow for the hanging of the trap from a pole. H. Trap and Lure Evaluations It is critical that APHIS receive products that meet the quality. specification and will meet the general program needs. Prior to award or purchase the USDA may request samples from vendors to perform evaluations of products. Generally, if a supplier has not provided the product to the program in the past the program will perform the following evaluation: 1) Expected field longevity - this will be a subjective evaluation based on an experienced officers understanding of trap durability. The PPQ officer will be asked if they think the trap will last more than 3 years under normal field conditions. Responses will be Pass or Fail. 2) Meet the program needs - will this trap meet your programs need. These may be varied and will be a simple pass or fail. 3) Lures may undergo chemical testing to confirm purity and specifications. 4) Lures will be subjectively evaluated by an officer to understand if the odor emitting from the individual lure packaging is offensive. If it is found to be offensive it will be deemed fail. If any of these criteria are judged as failed the product will not be considered. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. A trade off process will be used to evaluate quotes. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. The following factors shall be used to evaluate offers: Low Price Technical acceptable, award will be made to the lowest priced responsible/responsive offeror meeting all technical and delivery requirements.
