Description
COMBINED SYNOPSIS/SOLICITATION TRANSDUCER AND MULTI-PARAMETER INSTRUMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is, R13PS80299 and is issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66, dated 01 Apr 2013. (iv) This solicitation is a total small business set-aside. The associated North American Standard Industrial Classifications System Code is 334519. The Small Business size standard is set at 500 employees or less. (v) This combined synopsis/solicitation is for the following commercial item(s): 001. 15 PSIG (pounds per square inch gauge) Transducers. Qty: 10 each. 002. (50 foot) Poly-rugged vented cables for the transducers. Qty: 10 each. 003. Large Dessicants for the vented cables. Qty: 10 each. 004. USB communication cables w/software for communication Qty: 3 each. with the above Transducers and Multi-parameter Probe below. 005. 2" Well Dock, smooth ring cable guide with set casing set Qty: 10 each. screws for the top of well casing. 006. Multi-parameter probes with pH/ORP, Optical Dissolved Qty: 2 each. (50 foot) Poly-rugged non-vented cables for the Multi-parameter Probes (Mp) above. (vi) Description of requirements for the items to be acquired. The vendor will supply submersible pressure transducers and multi-parameter probe capable of down-hole pressure determination and data storage as well as having the capability to connect up to 8 pressure transducers to a data-logging hub where all pressure, temperature, and conductivity readings are recorded on the same time stamp. Multiple submersible transducers must be capable or monitoring pressure, temperature, and or conductivity while being connected to one data logging system where all transducer readings are collected in one file with a single data time stamp. This is a very important requirement as the test set up, monitoring, data downloading and test analysis is greatly simplified, saving considerable set up and analysis time as well as increasing test accuracy. In addition, the transducers must process, collect, and store their individual reading on board for later retrieval. In addition the proposed items must meet the minimum specifications: Transducers must meet the accuracy specification of ? 0.1 % of full scale (FS) from -5 to 50? C and temperature sensor accuracy of ? 0.1 ?C. Pressure range of 0-15 pounds per square inch gauge (PSIG). Transducers must be a gauged pressure sensor. A gauged or vented pressure sensor eliminates the effects of atmospheric pressure because the vent tube in the cable allows atmospheric pressure to be applied to the back of the sensor. A gauged sensor requires a vented cable. Uses open communication protocals including Integrated Modbus RS485, SDI-12, and 4-20 mA output. This simplifies connection to SCADA and telemetry systems. Linear, fast linear, and event logging output modes must be possible. Fastest logging rate and Modbus rate of 2 per second. 2MB memory. Narrow diameter body (0.72" OD). Vented cables with twist lock terminations on both cable ends for gauge transducers, compatible with transducers and Virtual Hub data collection system. Vented cable with break strength of (280 lbs.) Titanium design, for durability. Extended battery life of 10 years or 2M readings. Compatible with existing transducers and data logging system using Win-Situ 4.0 or 5.0. Multi-parameter instrument must be capable of monitoring and logging Conductivity/Salinity, Dissolved Oxygen, pH or pH/ORP, depth, and Temperature. Able to withstand 300 psi. Accuracy of ?0.3% FS for barometric pressure, conductivity (low: ?0.5%, high: ?0.5%), dissolved oxygen (?0.1 mg/L for the 0 to 8 mg/L range, ?0.2 for the 8 to 20 mg/L range, ?10% for the 20 to 50 mg/L range). Dissolved Oxygen sensor must utilize the EPA approved Rugged Dissolved Oxygen (RDO) optical measurement technology. This allows the sensor to be stored dry and operate without re-wetting. Output options must include RS485/RS232, SDI-12, ASCII streaming mode or binary command. Dimensions: 4.7 cm (1.85 in) ODx55.25 cm (21.75 in). With twist lock hanger: (22.25 in). This allows the sensor to fit down Reclamation standard well assemblies. Programmable test (defined, scheduled to run, or stored). And logging modes: Linear, Linear Average, Event). pH must have a refillable reference solution and refillable junction. (vii) Required delivery 15 days after receipt of order. Delivery shall be FOB Destination to Bureau of Reclamation, 6th & Kipling St., Denver Federal Center, Bldg 67, Entrance E-3, Denver CO 80225-0007. (viii)The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors must submit product descriptions sufficient to demonstrate the proposed item(s) meet the description and specification in Para (vi). (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors. Technical (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed products meet the Government requirement as stated in Para (vi). Technical capability and past performance when combined are significantly more important than price. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items Alternate I applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(4), b(6), b(8), b(12)(i), b(23), b(26), b(27), b(28), b(29), b(31), b(32), b(38), b(40), b(42), b(47). (xiii) n/a (xiv) Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition. (xv) Quotes are required to be received no later than 12:00 p.m. Mountain Standard Time on Wednesday May 22, 2013.
