Description
Sample PEL (Format) Draft RFP DLA Troop Support hereby releases the draft solicitation for the Special Operational Equipment (SOE) Tailored Logistic Support (TLS) Program. The purpose of this initiative is to establish the fourth generation TLS Program in order to support the special operational equipment requirements of military installations, federal agencies, and other authorized customers worldwide. It is anticipated that the solicitation will be issued as a 100% Total Small Business Set-Aside (SBSA) acquisition. The Government intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) TLS contracts, a minimum of three, as a result of the anticipated solicitation. Proposals will be evaluated using best value tradeoff procedures, in accordance with FAR 15.101-1 and the DoD Source Selection Procedures set forth in DFARS 215.300, and will not be limited to cost or price alone. The SOE TLS Contracts will contain a base ordering period of two (2) years, which may include a "ramp-up" period of 60 days if necessary. The contracts will also include a provision for a unilateral option on the part of the contracting officer to extend the contract for three (3) option periods of one (1) year each. The estimated dollar value of this acquisition (inclusive of all contracts awarded) is $4 billion over the potential five year term. The maximum dollar value of this acquisition (inclusive of all contracts awarded and options) is $10 billion. The contract maximum does include potential surge and contingency requirements. After the contracts are awarded, pursuant to the fair opportunity requirements of FAR 16.505(b), all delivery orders will be competed among all awardees, except that the Government reserves the right to direct orders to a particular source under urgent circumstances, to meet contractual minimums, or to provide economy and efficiency as a logical follow-on to an order already issued in accordance with FAR 16.505(b)(2) Exceptions to the Fair Opportunity Process. Attachment 1 to the draft solicitation provides the Price Evaluation List (PEL) Format as a representative sample of the PEL, which will be included with the items identified for pricing evaluation when the actual RFP is released. A second attachment will also be included containing potential delivery location information based on historical purchases under the current TLS Program. The anticipated date of issuance of the Request for Proposal (RFP) is unknown at this time; however, upon issuance the RFP may be found on the DLA Internet Bid Board System at http://www.dibbs.bsm.dla.mil. The RFP will also be posted on FedBizOpps upon issuance. At this time, DLA Troop Support welcomes your comments on the draft solicitation. As part of on-going market research efforts, comments or suggestions regarding areas where improvements can be made to increase efficiency or capture potential savings are also welcomed from Industry and/or customers. All comments shall be received in written format via email and addressed to meghan.michalski@dla.mil on or before May 23, 2013. The government will not issue direct responses to vendor comments or questions; however, all comments received will be reviewed and may be considered for inclusion in the final solicitation. Interested parties may not submit a proposal in response to the draft solicitation as no evaluations will take place at this time. If submitting questions or comments, please make reference to the specific page and text contained in the draft solicitation. Due to the anticipated level of interest, DLA Troop Support will not entertain individual requests for contractor visits or marketing calls.
