Description
New Haven / West Haven Community Resource and Referral Center (CRRC) Lease Sources Sought Dates of ad: On or After May 8, 2013 until May 22, 2013 (inclusive) Ad copy below ------------------------------------------------ DEPARTMENT OF VETERANS AFFAIRS (VA) WANTS TO LEASE SPACE IN NEW HAVEN / WEST HAVEN, CT FOR COMMUNITY RESOURCE AND REFERRAL CENTER (CRRC) The VA desires to lease space in West Haven or New Haven, CT to accommodate approximately 20,000 (twenty thousand) net usable square feet (NUSF) for use as a CRRC. Offered space may be on one contiguous floor, and shall provide between 19,000 (nineteen thousand) to 20,000 (twenty thousand) NUSF of space. (Net Usable Square Feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code.) On-site parking for 80 (eighty) to 130 (one hundred thirty) vehicles is required, of which at least 12 (twelve) spaces must be ADA compliant. All parking will be included in the lease. Space shall be accessible to the shuttle bus currently providing transportation between VAMC West Haven and Yale Hospital/University. The initial lease term requirement is for 10 (ten) years, 5 (five) years firm with 2 (two) 5 (five) year options. The total lease term including firm, non-firm and options is not to exceed 20 years. The VA would like to move into the space, after it is renovated to VA standards, as soon as is possible. Identify when the space is available. This will be a full-service lease including heat, electricity, water, snow removal, trash, toilet supplies, janitorial services and supplies. Proposed Property shall not be located within the 100-year flood plain. The space can either be a freestanding building or space within an existing building and preferably located on the ground floor. Class A office/clinic space is required with automatic doors at the front entrance. An accessible elevator will be required if desired space is not on the ground floor. One accessible elevator may serve as freight elevator. Space offered must be in a quality building of sound and substantial construction; either a new, modern building or one that has undergone first class restoration or rehabilitation for the intended use. A build out of the space to meet VA specific specifications may be required. The building must have the access to T-1 communication and voice lines at the demarcation room; all clinical rooms, offices and administrative areas require wiring for telephone and Cat-6 Ethernet data lines. All space must be handicapped accessible in accordance with the Uniform Federal Accessibility Standards (41 CFR 101-19.6, App.A). The delineated area is as follows: 1. Westerly onto Boston Post Road bearing right, South Westerly, to the intersection of Cellini Place and Forest Road. Then heading Northwesterly down Forest Road until the intersection of Forest Road and Route 34. Then Easterly onto Route 34 (also referred to as Derby Avenue) to intersection of Derby Ave. and Ella T. Grasso Boulevard to South Ella T. Grasso Boulevard (Also referred to as Route 10). And 2. Westerly onto Boston Post Road bearing left, South Westerly) remaining on Boston Post Road continuing to head in a SW direction to the intersection of Boston Post Road and Fairfax Street. This delineated area is restrictive as a condition of potential funding for this contemplated program. Special consideration will be given for sites on or in close proximity to public transportation routes and retail amenities, along with close proximity to emergency medical facilities. Evidence of existing zoning and/or city approval to be zoned properly for the use must be provided. VA will conduct a market survey of properties meeting the requirements of this advertisement. Complete access of all properties will be required at the time of the of the market survey. The Government will pay no more than the appraised fair market rental value for the space. Brokers or legal representatives must show written acknowledgement with permission to represent the property. Property owners and developers must provide written proof of ownership or control of the property at the time of submission of initial bids.
