Description
THE BUREAU OF RECLAMATION HAS A SMALL BUSINESS SET ASIDE SOLICITATION FOR MACHINING AND WELDING SERVICES FOR A 5 YEAR BPA. The contractor shall perform machine shop and weld shop services as needed to maintain the mechanical equipment at the Middle Snake Field Office (MSFO) facilities. The services shall be performed both at the contractor's shop location and at times on-site at MSFO facilities, depending on the nature of the work. The government will determine the type and scope of the work required, will collaborate with the contractor to determine the best repair methods, will write specifications to document the work and provide specific directions to the contractor, will receive a quote from the contractor for the work, and after completion of the work will determine if the contractor has met the technical requirements of the specifications. After consulting with the government, the contractor shall perform the welding or mechanical repairs as specified, shall document their work, materials used, and as-built measurement, and shall provide all documentation to the government. The following services shall be provided for the Middle Snake Field Office (MSFO) facilities, including Anderson Ranch Dam and Powerplant, Arrowrock Dam, Black Canyon Dam and Powerplant, Boise Diversion Dam and Powerplant, Cascade Dam, and Deadwood Dam. 1.Machining Services: The contractor shall provide any machining services necessary to rebuild, repair, or replace any mechanical or structural equipment identified by the government, including, general maintenance of pumps, water-control gates and valves of all sizes, compressors, large hydro generators, turbines, heat exchangers and a variety of air, water, and oil systems. The repairs shall be performed within a time frame agreed upon between the government and the contractor, and shall be done in a satisfactory manner, meeting any specifications or directions provided by the government. The work will include the disassembly of parts, lathe work, milling, pressing, grinding, honing, boring, drilling, reassembly, and any other required machine shop work to place the equipment back in service. All necessary material, jigs, fixtures and tools shall be supplied by the contractor. The work shall be done at the contractors shop or at the government facilities as required, to provide the most practical and efficient service. Work piece materials will include steels, stainless steels, brass, bronze and other metals, and could occasionally include non-metallic materials such as rubber or composites. 2.Welding Services: Contractor shall provide any welding services necessary to rebuild, repair, or replace any mechanical or structural equipment indentified by the government, The repairs shall be performed within a time frame agreed upon between the government and the contractor, and shall be done in a satisfactory manner, meeting any specifications or directions provided by the government. The work will include the disassembly of parts, surface preparation, and the repair of the parts using MIG, TIG, Heliarc, electrode (stick) welding processes, or any other approved welding process. All necessary material, jigs, fixtures and tools shall be supplied by the contractor. The work shall be done at the contractors shop or at the government facilities as required, to provide the most practical and efficient service. Work piece materials will include steels, stainless steels, brass, bronze and other metals, and could occasionally include non-metallic repair with epoxies. 3.0 Deliverables and Milestone Schedule: The schedule for each work project will be determined when the project is awarded to the contractor, and delivery requirements will be set forth by the government. Deliverables from the following list will be identified by the government when deemed necessary for each awarded project, and will be provided by the contractor to the Program Manager/Supervisory General Engineer, O&M Group, Middle Snake Field Office: 1.A complete quote for the required services. 2.Completion of machine or weld shop services per the specification, meeting the quality, schedule, and cost requirement. 3.Any as-built sketches and drawings, showing all dimensions generated by the contractor before or during the repair or rebuilding process. 4.Any calculations performed by the contractor to determine repair or fabrication methods, interference fits, stress-strain relationships, or any other salient characteristics. 5.Any material certifications deemed necessary by the government when the contractor is supplying materials. 6.Any materials laboratory test results deemed necessary by the government. 7.Any final documentation determined necessary by the government. 4.0 Government-furnished Resources: The government will provide the following as necessary for the successful accomplishment of the work. 1.Specifications outlining the specific requirements of the work, including scope, details, and schedule. 2.Government sketches and drawings deemed necessary by the government to allow completion of the work. 3.Any government calculations deemed necessary for the successful completion of the work. 5.0 Travel Requirements: Travel will be paid by government for any vendor that needs to come out to work on requirements. Otherwise, government will ship items to vendor work site. 6.0 Skill or Relevant Experience Requirement: The contractor shall possess adequate machine shop and weld shop facilities and qualified personnel to accomplish the above-described work, as determined by the government. The contractor must have engaged in qualifying machine shop and weld shop work for a period of not less than 5 years, and shall produce references indicating past performance in this field. 7.0 Performance Measures: 1.The Contractor's ability to provide a quotation for the work in a timely manner. 2.The Contractor's ability to complete the machine or weld shop services per the specification, on time and meeting the quality requirements. 3.The Contractor's ability to stay within budget. 4.The Contractor's ability to deliver all associated documentation, including sketches and drawings, required calculations, required material certifications, and required materials laboratory tests.
