- JOFC Intent to Sole Source (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 13-233-SOL-00366. The solicitation is issued as a Request for Proposal (RFP) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. (iv) The corresponding NAICS code 519110 News Syndicates with a size standard $7.0 million. (v) Description of Items One Year subscription (26 users): Reporting Requirements: The Academic Pediatrics will submit electronic reports to the Federal Project Officer on a monthly basis. The report will include the status of the project; tasks completed to date, tasks proposed, budget data, and any unanticipated barriers that may arise that would delay the timely completion of the deliverable(s). Rationale: There are many potential benefits of a Supplement to Academic Pediatrics on Pediatric QI. • Supplements are special issues of a journal that focus on a defined topic. They often contain commentaries from luminaries in the field, review articles and research articles (if appropriate) or new material. They are highly visible and publicized. For example, in 2008, Academic Pediatrics published a special supplement on oral health that was widely viewed, became mandatory reading for a major IOM committee addressing the topic, and, according to oral health colleagues, moved the field forward. A recent supplement about CHIPRA quality measures, funded by AHRQ and published in Academic Pediatrics in May 2011, will undoubtedly do the same in this important area of quality measurement. • Supplements have the distinct advantage of bringing a major focus on a particular topic. They often include senior authors. Articles are well cited. They are utilized much more frequently as references or guideposts than are regular journal issues. They can move a field ahead. • In this case, the benefit of a supplement on pediatric QI would be multi-fold: o First, it would serve as a unified publishing home for a number of high-level talks given at the 2011 and 2012 Pediatric QI Methods, Research, and Evaluation Conference sponsored by AHRQ, which became sellouts and had very high marks. o Second, we would have nationally renowned editors and authors write commentaries and review articles, thus compiling one of the largest compendia of pediatric QI review articles in existence. o Third, we could put out a call for research papers for the supplement, soliciting the best manuscripts on research in pediatric QI. o Fourth, we would develop innovative components of the supplement, such as (a) adding video-enhanced and online-enhanced materials (piggybacking on an article in the supplement) to aide practitioners in practice changes, (b) providing similar technological aids for education in QI, (c) adding linkages to online websites and materials, and (d) potentially starting a blog or social media conversation [discussion board] strategy for readers and users to discuss articles and take lessons back to their own practices or healthcare or educational settings. o Fifth, published papers would be available to all, including those outside the academic pediatric community, via open access. The lessons of quality improvement education and research tend to be generic and pediatric lessons would be valuable to all those conducting such research. The papers would also be valuable to AHRQ as it seeks to achieve its mission, because there is considerable clamor for expertise and evidence in quality improvement. AHRQ supports many R18s and Task Order Contracts (e.g., ACTION II) that fit under the quality improvement umbrella. (vii) A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS REQUIREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. Each response should include the following Business Information: a. DUNS. b.
