Description
This is a Sources Sought Notice to identify businesses or government agencies to provide Residential Training Services primarily in Dallas, TX and secondarily in one of the following cities; Chicago, IL, Orlando, FL, or Los Angeles Area (to include Orange County), CA. This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding. Background: The United States Citizenship & Immigration Service (USCIS) is required to provide adjudication and supervisory training, as well as training in other areas of concentration to their employees. USCIS does not have a facility large enough to train and house the employees. In support of USCIS' requirement to provide training, USCIS is seeking a facility that is capable of providing classroom space, single occupancy lodging rooms, and meal services. This facility could have all features in one complex or in a series of buildings within close proximity to each other. There are three courses that require these services: BASIC Training, RAIO Training and Journeyman training. The Immigration Services Officer Basic Training Course (or "BASIC") course is the required training for USCIS' mission critical officer occupation and is largest course that USCIS administers. Typically USCIS delivers six sessions of this six-week training course per year. Class size can vary due to hiring trends. Class size can be between 30 and 216 persons. This course will typically be held in Dallas, TX where the staff and instructors currently reside. Refugee Asylum Immigration Officer (RAIO) training is six weeks long and is typically taught three times a year. Class size can be between 30-96 persons. Journeyman Training is two to three weeks long with an estimated six sessions per year. Class size is 24 persons. Other USCIS courses may require these services, depending on agency operational needs. These courses could range from one-four weeks long and address other aspects of immigration adjudication and the supervision and management of federal programs and resources. USCIS seeks information regarding businesses in the geographic areas of Dallas, TX, (as primary location) and Chicago, IL, Orlando, FL, or Los Angeles (to include Orange County), CA, to serve as a secondary location for continuity of operations purposes, to provide for increased capacity if needed, and allow for geographic diversity in training locations to most effectively support operational needs. Interested parties may respond to any one or all locations. Purpose and Objective: The purpose of this sources sought notice is to identify vendors who can provide training facilities with residential capacity to meet the USCIS mission. Capability Statement / Information Sought: Interested businesses and government or non-profit organizations are encouraged to respond to this notice. Responses shall directly demonstrate the company's capability, experience and/or ability to satisfy the minimum requirements listed below. Capability Statement Requirements: Contractors must be capable of providing overnight individual private lodging accommodations for adult learners; provide daily meals; classroom services break-out rooms, class supervisor office, and instructor preparation areas when classes are in session; business services (i.e. access to photocopier, postage, overnight package delivery, and transportation); auditoriums for graduation or large training sessions; and recreational facilities (i.e. exercise room, gymnasium) for up to a five-year period. No instructional services are required as part of these Residential Training Services. These services can be provided in a facility with all features in one complex or in a series of buildings within close proximity to each other. Facilities are considered "in close proximity" when the travel time between the facilities is no more than ten minutes by car. Interested parties shall address the following when responding: FACILITIES 1. Please provide the physical address for the facility/facilities. 2. When was the facility/facilities built? When was the date of the facility's last renovation? What plan is in place to ensure the facility is maintained? 3. How has the facility rated for quality (i.e. Forbes Travel Guide, Mobil Travel Guide, AAA, etc)? Please specify the type of rating and date of the rating. 4. What amenities are offered by your facility (i.e., fitness centers, business centers, local and/or airport shuttle service)? 5. How far is your facility from the nearest airport? 6. Do you have wireless capabilities throughout the facility and what is the download rate? 7. Are there self-service laundry facilities on site? Dry Cleaning services available on site? If not, are these services within walking distance of the facility? 8. Describe the overall layout of your facility addressing the locations of accommodations, meal services, and training rooms relative to each other. ACCOMMODATIONS 9. What are the amenities of your sleeping rooms? 10. How many total single occupancy sleeping rooms are available? 11. Does each sleeping room have its own bathroom? MEETING SPACE/CLASSROOMS/AUDIOVISUAL 12. Please provide the number of classrooms and the capacity per classroom. Please provide the various configurations/room setups. 13. Are all of the classrooms "flat" or are there "tiered" style rooms available? 14. What types of Information Technology (IT)/Audiovisual tools are available in the classrooms? 15. Do you provide in-house Audiovisual (AV) support? 16. Do you have an auditorium or auditorium like space that is large enough to accommodate up to 300 attendees at one time? 17. Do you have space, with a kitchenette, that could serve as a faculty prep/common area? 18. Do you have training rooms with closed circuit video capability that can be used for observation of training participants during simulation exercises? MEAL SERVICE 19. Are you capable of providing three meals per day per student for up to 216 students? If not, what is the maximum number of meals you can serve? 20. Is there variety in the meal selections from day to day? Please provide menus if available. 21. Can your facility accommodate a range of dietary needs? 22. Is there a means for students to purchase snacks and beverages near the lodging facility? Classroom facility? If so, what is the distance? OTHER 23. What is your pricing structure and catalog rates for lodging, training space, meals, and other services described above? 24. What performance standards are commonly used for this industry (i.e., customer service, cleanliness, complaints, facility inspections, etc)? 25. How are performance standards measured? 26. How much advance notice is required when scheduling at your facility? Response format and Guidelines Responses are due by Thursday May 23, 2013 at 12:00PM EST Responses to this notice shall include a Statement of Qualifications/Capabilities Statement package as the cover letter. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice; 2. Vendor's Company Name, Address, Contact Person Information; 3. Vendor's DUNS Number; 4. Business Size and Size Standard / Classification. USCIS requests that the capability statement not be voluminous. Please identify your size classification relative to North American Industry Classification System (NAICS) code of 721110 for this requirement. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this notice. Proprietary information should not be included in the responses. Responses to this notice will not be returned.
