- REQUEST FOR INFORMATION FOR FIELD ANESTHESIA SYSTEM (FAS) Marine Corps Systems Command (MARCORSYSCOM), Family of Field Medical Equipment (FFME), wishes to determine industry capabilities in providing a Field Anesthesia System (FAS). MARCORSYSCOM is also interested in reviewing possible design options, performance test and evaluation results per MilStd 810, 464, and 461, material solutions for these systems, available pricing information, and all Food & Drug Administration certifications (510K) obtained. The FAS shall be a portable, field ruggedized and modernized anesthesia machine that will replace the existing draw over vaporizers and anesthesia delivery devices employed in the Forward Resuscitative Surgical System. The FAS device shall deliver volatile anesthesia agents to a patient in conjunction with a flow through or circular breathing system. The FAS shall be lightweight (no more than 25 pounds) and compact (no more than 3000 cm 3 size by area and 8500 cm 3 size by volume). The FAS shall be capable of operating with such carrier gases as Oxygen (O 2 ) or Nitrous Oxide (N 2 O), and operate during a transitory change in the composition of the carrier gas. Performance and integrity of the components of the FAS shall not be degraded due to exposure to liquid and gas forms of volatile anesthetics Isoflurane and Sevoflurane. Indicators and graphical user interfaces shall simultaneously show data (information of the type of anesthetic agent, target concentration, reservoir level, and power level and error messages) to the care provider. The FAS shall be configurable in either a closed-loop or flow-through system, with current ventilators used by industry, fielded by the United States Navy (USN) and United States Marine Corps (USMC). The device shall be used in field hospitals and institutional settings by trained physicians and anesthesiologists in the medical field. If the proposed device currently does not meet one of the above requirements, include in the response what is required (both resources and time needed) for the device to be able to meet the requirement. The Government requests that responses include an estimated price and a list of consumables and maintenance tools required to operate and repair the device. Responses must identify planned capabilities or modules not yet available for sale, testing, etc. For such planned capabilities or add-on modules, provide the development and implementation schedule to bring the capability to the marketplace. In the event a device does not have FDA certification, provide the notional schedule for obtaining 510K approval for all devices, modules, or capabilities requiring such approval.
