Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Dr RM 1E144, Bethesda, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Molecular Imaging Program (MIP) plans to procure on a sole source basis a service agreement for the government owned Bioscan NanoSPECT/CT Imaging Scanner, s/n NS-706022-4RCT, from Bioscan, Inc., 4590 MacArthur Blvd, N.W., Washington, DC, 20007. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19 million. It has been determined that there is no opportunity to acquire green products or services under this contract. The Molecular Imaging Program (MIP) at the National Cancer Institute (NCI) conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific MRI, PET, radionuclide, and optical probes. NCI is focused on the clinical translation of targeted imaging agents for cancer imaging. The MIP houses a government owned BioScan NanoSPECT/CT Imaging Scanner (s/n NS-706022-4RCT) on which radioactive research animals are imaged. NCI proposes to purchase a service agreement for the BioScan NanoSPECT/CT Imaging Scanner. This instrument is essential and important to research in the Molecular Imaging Program. The Contractor shall provide: 1) one (1) preventive maintenance inspection per year; 2) unlimited emergency repair within twenty-four (24) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; 4) software service and updates in accordance with the manufacturer's latest established service procedures. Contractor personnel shall be technically qualified factory-trained personnel in order to perform service to this instrument. The contractor shall also provide maintenance on the optional Minerve Anesthesia System. The NanoSPECT/CT Imager Is used to image radioactive research animals at the NCI. This instrument requires professional maintenance, including scheduled service visits and periodic part replacement, as well as emergency service. A servic contract for the BioScan NanoSPECT/CT Scanner is required so that the MIP may continue to perform research animal scanning if the instrument is in need of repair. BioScan, Inc is the only known vendor that can perform repairs to this instrument because they are the sole provider of this instrument. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 22, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
