Combined Synopsis/Solicitation Number: W912HQ-13-T-0004 - Request for Quote This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. **SOLICTATION AMENDMENT 01: Uploading an excerpt from U.S. Army Training Manual USA TM 9-6115-731-14&P as specification reference for the five (5) Secondary Distribution Centers requested in this solicitation. The quote response deadline for this combined synopsis/solicitation is also extended until Thursday, 16 May 2013 at 11:00 AM EDT. The following answers are also provided for the below questions which were received on 25 April 2013: Q1. Is there an incoming 4160V disconnect in the cabinet? A1. There are both. See manual. Fusible links go to transformer non-fusible go to other two feeds. Q2. If so, do you need fusible or non-fusible, and what is the fuse amperage rating? A2. It is an ABB 680C386G02 (see manual) Q3. If not, what type of connection is there to the 4160V primary of the transformer? A3. See drawings in Manual. Q4. Is the transformer standard dry type? A4. It is a dry-type transformer See manual for all of transformer requirements. Q5. Is there a specific temp rise needed (150C, 115C, 80C)? A5. 150C Q6. What BIL is needed for HV and LV connections? A6. 15.5Kv / 95KvBIL 29Kv/ 125KvBIL 38KV/ 150KvBIL Q7. Any other special options needed for the transformer? A7. See drawings, other things like taps etc. Q8. What specific type of quick connectors are needed the 60A secondary? A8. L-type Q9. What type of outlets are needed on the 20A on the secondary? A9. Single phase, 125VAC 50/60Hz, Type - NEMA 5-15 Q10. What type of enclosure is needed? NEMA 4X (direct spray proof), NEMA 3RX (corrosion and rain/drip proof), NEMA 3R (rain/drip proof and corrosion proof) A10. See drawings. It needs to be rugged in addition to 3RX. Q11. What type of transport equipment is needed for the unit (metal skids, lifting eyes, etc.)? We have a vendor that can place this on metal skids as the attached picture shows. A11. See drawings, there needs to be a skid on it for transportation. The requirement is set-aside for Small Businesses. The associated NAICS code is 335311 (Power, Distribution, and Specialty Transformer Manufacturing) and the size standard is 750 employees. Only quotes submitted by qualified small business concerns will be accepted by the Government. Any quote submitted by a contractor that is not a small business concern will not be considered for award. Description: The primary efforts under this contract include the procurement of five (5) Radian Secondary Distribution Centers (SDCs), Radian part number 1R1440 (or equivalent), and one (1) Radian Primary Switching Center (PSC), Radian part number 1R1260 (or equivalent), with 2500' of 15KV, XLPE, Aluminum, 1/O, CU, 133%, Concentric Neutral, Medium Voltage Cable for Charlie Company of the 249th Engineer Battalion. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 11:00 a.m. Eastern Daylight Time (EDT), Thursday, 16 May 2013. All questions regarding combined synopsis/solicitation W912HQ-13-T-0004 must be received in writing at the mailing address or e-mail address listed below no later than 4:00 pm EST on Friday, 03 May 2013 in order to allow the Government time to review and respond accordingly. Questions received after 03 May 2013 are not guaranteed to be answered prior to the solicitation closing date. The supplies associated with the PWS will be shipped to the location specified in the product specs. Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award. Offerors are also encouraged to complete electronic annual representations and certifications using SAM or a completed copy of the provision at FAR 52.212-3, Alt I Offeror Representations and Certifications -- Commercial Items, must be included with the offer. Also included with the quote, the offeror is required to complete and submit the provision at DFARS 252.209-7997. This provision is included in the attached document quote mark Applicable Clauses and Conditions quote mark. Quote Submission, Rating and Evaluation Offerors shall provide a price quote, product specs, and photos for all items meeting the specifications detailed on the attachment titled quote mark Description of Supplies for Quotation quote mark. All equipment must meet the minimum technical specifications of the equipment model types as identified in the solicitation. The offeror has the option of providing alternate equipment with equivalent technical specifications and safety ratings; however, the customer must provide approval for all substitute equipment different than the identified model. Any substitutions of equipment, including type, model, or brand name, must be approved by the technical point of contact before acceptance. It is preferable that quotes should be submitted in a PDF format and sent via electronic mail or on a readable electronic media disk (i.e. CD, DVD) sent through a nationally recognized mail carrier or courier service. Full hard copies of the quote will be accepted but must be accompanied with an electronic copy of all files contained within the quotes that can be downloaded into am electronic records management system.
