- This is NOT a Request for Proposal (RFP). Respondents shall be responsible for any costs associated with the preparation of their responses to this market research. This Request for Information (RFI) supports continuing market research and risk mitigation being conducted by Project Manager Soldier Warrior (PM SWAR) in support of the Nett Warrior (NW) program and the Drop Zone Assembly and Navigation Aid (DZANA). There is no requirement for either of these efforts. On 2 March 2012, the XVIII Airborne Corps submitted a DZANA 10-Liner to the Rapid Equipping Force (REF) for a beacon solution. PM SWAR has sought informally on the availability of a beacon solution which could be carried by individual riflemen. Several capabilities statements and white papers were received for products that operated on waveforms not currently supported in the Nett warrior (NW) architecture. This RFI reflects PM SWAR's interest in market information which supports both the DZANA and NW beacon efforts referenced above. PM SWAR seeks to find a common beacon solution which can support both efforts, with possibly additional power and/or antenna accessories for the DZANA candidate solution. The candidate beacon must use standard military approved frequencies. Any signal from the beacon must communicate directly with a Soldier equipped with a NW system. The NW system consists of an End User Device (EUD) which is a commercial smartphone running android-based government owned software. The EUD is connected to a tactical radio (either the PRC 154, PRC 154A, or PRC 152A) by several cables. The candidate solution should tie in to the NW system either by communicating directly with the tactical radio which uses the Soldier Radio Waveform (SRW) or through an additional receiver tied into the system. The beacon location will display directly on the EUD. The wiring diagram is attached for planning purposes. Companies who desire to participate in this market survey are highly encouraged to submit a response which demonstrates their claim that it presently has the technology, qualification, and capabilities to satisfy the performance and technical objectives described above. Companies should provide a Rough Order of Magnitude (ROM) price, its anticipated availability date, delivery lead time and maximum monthly production quantity in the solution proposed. Respondents shall also discuss whether their product is considered commercial in accordance with the Federal Acquisition Regulation (FAR) Part 2.101 definition of quote mark commercial item quote mark. The response should include point(s) of contact. The response should be prepared in Microsoft Office Word, limited to no more than 10 pages with no additional attachments. ALL requests for further information must be made via email. Telephonic requests for further information will not be honored. The government will review submissions as they are received. No report or feedback on your submission will be provided. RESPONSES ARE DUE NO LATER THAN 31 MAY 2013 at 12:00PM.
