- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance FAR Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and a formal written solicitation will not be issued. The CENTCOM Joint Theater Support Contracting Command, Regional Contracting Center - Capital (RCC-C) intends to solicit and negotiate this requirement as a sole source procurement. The proposed action is for commercial life support services for 300 personnel including dining services, guard and armed security, internet services, and custodial/waste removal for which the Government intends to solicit and negotiate with only one source, ACADEMI Training Center, Inc of Myock, NC. The Government intends to fulfill this requirement by modifying existing contract W5J9JE-12-C-0087 pursuant FAR Subpart 43 and exercising Option period 1 pursuant FAR Subpart 17.2. The basis for restricting competition is that no other source can provide life support services at the required location due to existing land and service lease agreement limitations. Option period 1 includes the following Contract Line Items (CLINs): CLIN 1001 (12/ea mo): Dining facility in accordance with AR 30-22 The Army Food Program. Contractor shall serve 3 meals per day for 300 personnel. CLIN 1002 (12/ea mo): Armed guard services to guard posts and controlled entry points. CLIN 1003 (12/ea mo): Internet services with a minimum T1 bit rate capacity to accommodate 300 personnel. CLIN 1004 (12/ea mo): Utilities, custodial, and waste removal. Including 24-hr laundry service, septic system management, trash collection and removal services. CLIN 1005(1/ea yr): Defense Base Act Insurance CLIN 1006 (1/ea yr): Contractor Manpower Reporting (NSP) Period of Performance will be 15MAY2013 thru 14MAY2014 at Camp Integrity, Afghanistan. The CLINs provided herein are not subject to the WTO GPA in accordance with 25.401(b) (1) (all services purchased in support of military services overseas). Responsible sources may submit a proposal for consideration by the agency. A determination by the Government not to compete the proposed action based upon responses to this synopsis is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The FSC for this action is S203 and NAICS code is 561210.
