- JEFO - RPO The purpose of this Task Order is to provide the Return Preparer Officer (RPO) with additional expertise and capacity to support ongoing activities to establish and refine RPO functions and operations in support of achieving the RPO mission, vision, and goals. RPO is a new Internal Revenue Service (IRS office that reports directly to the Deputy Commissioner of the IRS Services and Enforcement organization. The mission of the office is to improve taxpayer compliance by providing comprehensive oversight and support of professional tax practitioners and to realize the vision of a community of professional tax practitioners working with the IRS to improve tax administration. The program is a complex government program with a great number of diverse stakeholders. Program administration requires a significant amount of coordination and integration between RPO stakeholders including; individual IRS RPO functions, other IRS Business Operating Divisions (BODs), contractors awarded contracts to conduct operations for the program, contractors providing program office support, Government oversight organizations, and with the Tax Preparation community. There is ongoing evolving legislative, regulatory, and policy mandates that cannot be defined at this time. RPO goals includes: Register and promote a qualified tax professional community; Improve the compliance and accuracy of tax returns prepared by tax preparers; Engage stakeholders to create an envirnonment that fosters compliance and program improvement The RPO is comprised of Twelve (12) Offices: User Fee Funded Offices: Communications; Competency and Standards; Continuing Education; Return Suitability; Compliance and Enforcement; Complaint Referral; Vendor; Strategy and Finance; Appropriation Funded Offices: Joint Board of Actuaries; Enrolled Agent Policy & Management; e-File Provider Program Management; Relationship Management & Marketing Currently the RPO is in the third year of operation and is working on: Performing oversight of RPO functions operations and contractors operations; Evaluating and improving RPO functions and contractors operations; Defining and planning the RPO program future state; Implementating pieces of the RPO program future state
