- SF-18 All quotes must include AGAR 452.209-70 with quote. The US Department of Agriculture, Agricultural Research Service located in Maricopa, Arizona has a requirement for an Automated Segmented Flow Analyzer to analyze soil and water samples for nutrient analysis. This is a small business set-aside only. New instrument: The components and/or equipment shall be a newly manufactured, not used and refurbished, or previously used for demonstration. Seal AutoAnalyzer 3 - Brand Name or Equal Work Requirements Technical Requirements: •· Automated, two-channel analyzer system for ammonia nitrate bromide and phosphate in water or soil extracts. •· Must be continuous segmented flow with an autosampler, pump, auto-diluter and photometer •· Autosampler capable of holding at least 100 samples •· Autodiluter must perform un-attended dilution of off-scale samples •· Random access auto sampler must hold 180 cups. •· Software must run in Windows XP or higher FOB Point Destination: USDA-ARS 21881 N. All businesses wishing to conduct business with the US Department of Agriculture must complete and return the attached AGAR form and SF-18 with their quote. Businesses not registered in SAMS.GOV will not be considered. All responsible sources may submit a quote, which timely received, shall be considered. All quotes are due no later than 12:00 pm (Mountain Standard Time) on Friday, May 24, 2013 by email to sheri.eiri@ars.usda.gov or fax (520) 316-6329 and must include the AGAR 452.209-70 Provision. If contractor does not submit AGAR 452.209-70, contractor's quote will be excluded from the review process. The associated North American Industry Classification System (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing. This is to notify you of recent award prohibitions contained in Sections 433 and 434 of the Consolidated Appropriations Act, 2012 (Pub. L. 112-74), as amended and/or subsequently enacted, and in sections 738 and 739 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2012 (Pub. L. 112-55), as amended and/or subsequently enacted regarding corporate felony convictions and corporate tax delinquencies. Under the Appropriations Acts, no awards can be made to any corporation (for profit or non-profit) that has a tax delinquency or felony conviction as defined in the Appropriations Act and described in the attached representation. To comply with these provisions, all offerors are required to return the attached representation to USDA-ARS 21881 N. Cardon Lane, Maricopa, AZ 85138 no later than May, 8, 2013 12:00 pm MST. Please note that if you have a tax delinquency or felony conviction, as defined in the Appropriations Act and described in the attached representation, you are not eligible for award. If you are ineligible for award because of these prohibitions it is possible that you can regain eligibility for award, but only if the USDA-ARS suspension and debarring official considers your tax delinquency and/or felony conviction and determines that suspension or debarment is not necessary to protect the interests of the Government." No. 112-55, Division A, as amended and/or subsequently enacted, regarding corporate felony convictions and corporate federal tax delinquencies. Accordingly, by accepting this award the contractor acknowledges that it - (1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and (2) has not been convicted (or had an officer or agent acting on its behalf convicted) of a felony criminal violation under any Federal or State law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government. (b) If the awardee fails to comply with these provisions, US Department of Agriculture, Agriculture Research Service may terminate this contract for default and may recover any funds the awardee has received in violation of sections 738 or 739, as amended and/or subsequently enacted.
