Description
Note that title, 3D scanner hardware and software requirements and quote due date has been changed. Please read all of below to submit quote. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This purchase order (PO) is a 100% small business set-aside. This Defense Microelectronics Activity (DMEA) Request for Quote (RFQ) announcement constitutes the only solicitation; proposals are being requested by email and a written solicitation will not be issued. The NAICS code is 423430 and the size standard for this requirement is 100 employees. The RFQ reference number is HQ0727-13-T-1303. DPAS rating is DO-A7. Offerors Quotes are due to the Defense Microelectronics Activity (DMEA) contracting office by 3:00pm (PST) on May 17, 2013 and will be electronically sent by email to Ed Kurjanowicz at edward.kurjanowicz@dmea.osd.mil with an info copy to colten.murray@dmea.osd.mil. Offerors' Quotes will be valid for a minimum of 60 days. The purpose of this combined synopsis/solicitation is to acquire one (1) new, high performance, high definition (HD), 3D scanner with multi-drive and HD large area scanning software or equal as listed in CLIN 0001 and handling/shipping of such new 3D scanner and software in CLIN 0002 below. The 3D scanner can be laser, white light or any other medium. Offerors will include in their quote: complete 3D scanner and software description and the price for CLIN 0001 and CLIN 0002 each and a total price for both. DMEA develops Circuit Card Assemblies (CCA) that is placed in enclosures. Many times the housing or enclosure in which the circuit cards reside has to be replicated when the circuit cards are redesigned. Typically the customer wants the new housing to be identical to the old. When drawings of the enclosure are not available it can be a time intensive task to measure dimensions of the physical item and create a production worthy drawing. DMEA requires a 3D Scanner capable of creating precision drawings by electronically scanning the physical item. The output of the 3D Scanner is a file that can be exported to a 3D Printer to replicate the enclosure or imported into Solidworks CAD to create production drawings. CLIN 0001 - Quantity of one (1) new, high performance, high definition (HD), 3D scanner with multi-drive and HD large area scanning software or equal with the following salient characteristics: a) Standard PC interface: USB/Ethernet/Wi-Fi; b) Standard power interface: 110-220 VAC/20A; c) Object scan size at least: 200mm x 200mm x 100mm; d) Minimum accuracy: 0.05mm or less for high definition; e) Multi-drive with combined tilt and rotation axis 3D modeling allowing for fully automated capture and alignment of scans; f) Standard High Definition (HD) scanning and modeling software that manages scanner hardware, refines data and assembles it into a fully healed precise mesh model; g) High Definition (HD) software to provide high quality detail, quick scans, and large area scanning; h) Software output file requirements:.STL,.IGEWS, or.STEP; and i) Maximum scan cycle time for 200mm x 200mm x 100mm object at best scan resolution: Less than or equal to one (1) hour. Contractor will provide certification that the 3D scanner and software are new, OEM and genuine product(s) and entitled to the full, standard, commercial manufacturer's warranty and one (1) year support. CLIN 0002 - Shipping/handling for the CLIN 0001 new, 3D scanner and software to be received within thirty (30) days after purchase order award to the Defense Microelectronics Activity (DMEA) at 4234 54th Street, McClellan, CA 95652-2100. Proposals will be submitted and priced in accordance with the above CLIN requirements and will include company name and address, Cage Code, DUNS Number, shipping, delivery, and payment method, and company point of contact name, telephone number, and email address. The Government will award a best value, Firm Fixed Price purchase order (PO) resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation/Acceptance Criteria: a) Lowest Price Technically Acceptable (LPTA); b) correctly operating as designed by manufacture; and c) all items received will be new, genuine products entitled to a full manufacturer's warranty and one (1) year support. All quote requirements can be found in this combined synopsis/solicitation RFQ. Delivery, acceptance and FOB point for above CLINs 0001 and 0002 deliverables is: Defense Microelectronics Activity (DMEA) at 4234 54th Street, McClellan, CA 95652-2100. This RFQ solicitation and incorporated provisions and clauses are those in effect and current to FAR Federal Acquisition Circular (Fac) 205-60 and DFARS DPN 20130419. The following FAR and DFARS Clauses apply: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.252-2 Clauses Incorporated by Reference, 52.253-1 Computer Generated Forms; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items and other clauses as required in the performance of a government purchase order for commercial items/services.
