Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is FA4497CRYOTANKS and this solicitation is being issued as a RFQ. The Offeror must quote on an all or none basis. The Government intends to award a Firm Fixed Price Contract. The Government will award a contract resulting from this solicitation to the responsible contractor that meets the minimum technical requirement at the lowest price. Since award will be made without discussions, it is highly encouraged to quote their most advantageous pricing in their initial response. This is a 100% small business set-aside. The North American Industry Classification System Code (NAICS) is 238320, size standard $14,000,000.00. This requirement will be a brand name or equal, which means the salient physical, functional, or performance characteristics that "equal" products must meet are specified in the item desctription below. If offering an "equal product," the quote shall state so and shall provide product specifications, part numbers and pictures if available. If not provided the offer will not be considered. Instructions to vendors: To assure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of pricing for the items listed below. Technical acceptability will be based on these documents The contractor agrees to hold the prices in its quote firm for at least 30 calendar days from the date specified for receipt of quote, unless another time period is specified. The contractor shall include the provisions at 52.212-3, Representation and Certifications-Commercial Items. And shall be registered in System for Award Management (SAM) Registration: https://www.sam.gov/portal/public/SAM/ Contractors are hereby notified that initial quote which are found incomplete may be rejected without affording the contractor an opportunity to satisfy the requirement of this RFQ. Notwithstanding the information included in support of the offeror's technical capability, the contractor must meet all requirements of this RFQ. The Government will award a contract resulting from this solicitation to the responsible contractor that submitted a complete package according to this RFQ and meets the minimum technical requirement at the lowest price. The Government intends to award without discussions. Therefore contractors are encouraged to offer their most advantageous/best quote. The contractor shall submit their proposal by 22 May 2013 at (1:00 PM) EST to the contracting office by email to jordan.bonds@us.af.mil in order to be considered for award. Pricing shall include any required installation and shipping / FOB Destination: 0001: Remove all rust and repaint seven (7) cryogenic tanks with epoxy primer and then one coat of white polyurethane paint. Paint code: MIL-C-83286B, Primer code: MIL-PRF-85582D, or equal IAW Mil-Spec TO 35-1-3. Applied paint/ primer shall meet the requirements of the same Mil-Spec TO 35-1-3. 7 EA: Remove rust/ repaint cryogenic tanks IAW RFQ & attached SOW tiny_mce_marker________ *Delivery will be made to Bldg 768 Paris Street, Dover AFB, DE 19902. The following provisions and clauses apply to this acquisition and can be viewed through internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In accordance with 52.252-1 and 52.252-2. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
