- Description
- Notice: Sole-Source Announcement The VAMC, Salt Lake City, intends to negotiate an sole source under "Unusual and Compelling Urgency per FAR 6.302-2"with Propane Service Group, dba: PSG to provide emergency repair services. The boiler vaporizer is leaking coolant; imminent boiler failure to the propane vaporizer boiler emergency back-up fuel system is predicted within the year. The hospital boiler system is a heat exchange-hot water system that has several performance values: (1)Heat the hospital and commensurate facility components' (2)Laundry services; the dryers requires steam-heat exchange systems to operate (3)Surgery department is totally reliant on steam for the process of sterilization of the operating room, and commensurate elements to the operating room. Most medical and surgical devices used in the VA Surgical Departments are made of materials that are heat stable and therefore undergo heat, primarily steam, sterilization. Of all the methods available for sterilization, moist heat in the form of saturated steam under pressure is the most widely used and the most dependable. Steam sterilization is nontoxic and inexpensive compared to other methodologies of sterilization. The steam pressure derived by the steam boiler processes serves as a means to obtain the high temperatures necessary to quickly kill microorganisms. Specific temperatures must be obtained to ensure the microbicidal activity. Without the use of the steam boiler system, the SLC VAMC would have to discontinue service to our veteran patients. Statement of Work (SOW) 1.Remove and replace the emergency propane vaporizer for the boiler plant at VHA Salt Lake City at 500 Foothill Blvd Salt Lake City Utah, 84148. All parts and labor will be included along with start-up and testing. The unit must meet the following specifications: Algas SDI Aquavaire (or equal) Q1120V, see attached for exact specifications. 2.The contractor shall be directed at the sight by the COR for all scheduling. Work may need to take place during non-business hours. 3.The Contractor shall provide to the COR any original equipment manufacturer (OEM) updates and will incorporate updates which are required by the OEM to ensure performance to current product specifications. OEM updates shall be communicated to the COR with recommendation. The contractor shall inform the COR of any optional updates provided by the OEM and offer to provide these to the Government 4.Upon arrival at the medical center, during normal business hours, the contractor shall check in with Engineering main office or Boiler Plant Operator, after normal business hours the contractor shall check-in with the Boiler Plant Operator on duty, located in Building 6. 5.All contractor personnel/technicians will have successfully completed Factory OEM vaporizer training from the manufacturer and will have acquired a minimum of three (3) years experience in testing and inspection and installation. A list of contractor personnel and proof of this accomplished training will be provided to the Contracting Officer upon request prior to award of a contract, and upon change in contractor personnel during the course of the awarded contract. This documentation will be provided and approved of prior to the performance of any installation under these contractor-by-contractor personnel. 6.No unqualified individual will be allowed to perform installation. Technician trainees or other unqualified individuals may assist or observe, however, they may not be allowed to do so if their presence delays the progress of the installation to be accomplished. The Government will NOT pay for unqualified individuals or technician trainees present. 7.All work will be done within all industry, local, state and federal standards of safety.
