- Technical Consultant Services - Statement of Work The Department of Agriculture (USDA), Agricultural Research Service (ARS), in a collaborative effort with the U.S. Agency for International Development (USAID), intends to make a sole source award for commercial services to Dr. Cynthia Baldwin for consultation services - not to exceed 600 hours. The associated North American Industry Classification System (NAICS) code is 611710 and the business size standard is $5 million. Dr. Baldwin will provide technical consultation and expert advice to USAID for research and technology development issues pertaining to Feed the Future in animal health and production areas in Sub-Saharan Africa and South Asia, in particular understanding the technical disciplines required to develop interventions for diseases that impact African and South Asian food animal production, including theleiriosis (T. parva) and brucellosis (Brucella abortus and B. Meitensis). The aim is to advance the existing collaboration by assisting USAID to link its investments in animal agricultural policy and research to priorities and identify new opportunities and priorities. Dr. Baldwin brings an understanding of research in animal health, particularly in the area of immune response, and will play a critical role, using her professional familiarity with all three organizations, in facilitating communication between USDA, USAID and the International Livestock Research Institute. In addition she has a clear understanding of where animal production and protection fits into the Feed the Future research strategy and how to report on progress appropriately. All responses received by the due date will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested parties may respond to this notice no later than 5:00 pm, Eastern Standard Time, May 22, 2013. Any response to this Notice must come only from consultants with the same mix of education and background experience with the Agencies and programs involved to thus be qualified to fully meet the Government's consulting needs, and that competition for these services would be advantageous to the Government in future procurements.
