ODNI-RFI-13-01_20130509 provided in.pdf format Synopsis The Office of the Director of National Intelligence (ODNI), Assistant Deputy Director of National Intelligence for Science and Technology (ADDNI/S&T) is interested in implementing a database and associated diagnostic tools to identify, track, score and analyze a range of potential and existing opportunities and projects against a set of requirements and value metrics. Eventually, ODNI intends to review and select a COTS based product based upon a specific requirement needs. Background ODNI S&T is an advocate for the IC S&T enterprise, and a catalyst for adoption and integration of S&T. We champion S&T strategies, policies, and resource allocations that deliver mission superiority and seek out the intersection between the IC mission needs and the capabilities offered by emerging S&T. Needs Summary To facilitate development of a range of alternate future S&T portfolios, ODNI is interested in COTS based solutions with the following characteristics: •Solutions must enable entry and capture of "opportunity" text strings posited in the context of displayed "requirement" text •Solutions must enable rapid, sequential, automated, and auditable visualization and evaluation of a large number [up to tens of thousands] of "opportunity" / "requirement" pairs and associated evaluation metrics in the form of text and numbers oSolutions must employ an easy to use Graphical User Interface during scoring, requiring minimal training oSolutions must capture and aggregate multiple scored variables for each "opportunity" / "requirement" pair oSolutions must automatically associate score sets with a unique variables identifying the scoring entity and metrics displayed during the scoring instance oSolutions must be capable of storing and presenting complete sets of scored pairs, as value "maps" •Solutions must enable comparison and fusion of both tool-generated and externally generated value maps oSolutions must allow ingest, fusion, and export of data in non-proprietary formats, i.e, CSV, XML, etc. •Solutions must have the ability to accept "opportunity" / "requirement" pair scores from multiple entities at the same time, operating on both a stand-alone computer or over a network oIf already present, certification for use on classified U.S. Government networks should be noted •Solutions must be capable of performing aggregation, sorting by variable or ranges of variable, and multivariate analytics on both the entered and pre-populated datasets •Solutions must enable user visualization and export of data in the form of charts, tables, or relational networks •Solutions must be able to limit user or operator access to data and functionality based upon role oTier 2 users must be able to review "opportunity" / "requirement" pairs and associated metrics, enter opportunities and pair scores, re-visit scores, visualize aggregated sets of their own scores, and exit in mid-review without loss of pre-entered scores. No further access to data or functionality is required for Tier 2 users. oTier 1 users must be able to import, sort, aggregate, fuse, review, visualize, delete, and export any and all data contained within the tool and associated information systems. oTier 1 users must also be able to configure access to Tier 2 users, to select subsets of data for review by Tier 2 users, to review progress of individual, group, or aggregated Tier 2 users, and to terminate access of Tier 2 users. - Ability to provide training for Tier 1 users in either provider or user settings, and/or the ability to assist Tier 1 users in performance of all Tier 1 functions within a TS//SCI setting via cleared support personnel, should be noted if present Other desired capabilities might include: •The envisioned "opportunity" / "requirement" pairs and associated metrics are comprised of text/numeric data. However, additional capabilities to store, link-to, and retrieve images, multimedia, documents, or graphics, either in a relational database context or over a network, would be of interest. •Ability to launch, operate, and save results from the solution via a JIVE-based interface would be of interest •Ability to perform semantic analysis of proposed "opportunity" strings and propose already-present "opportunity" with similar taxonomic characteristics to users, in near-real-time, would be of interest. Scope This RFI applies primarily to commercially available software, whether commercial or government sponsored. Respondents are solely responsible for all expenses associated with responding to this RFI. It is the respondents' responsibility to ensure that the submitted material has been approved for public release by the organization that funded whatever research is referred to in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received. Proprietary concepts and information should not be included in the submittal. If classified information would enhance the submission, contact the points of contact below to arrange for that submission. Input on technical aspects of the responses may be solicited by ODNI from non-Government consultants/experts who are bound by appropriate non-disclosure requirements.
