Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. OFFERS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation W91YU0-13-T-0096 of Purchase Request 001338204 is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Size Standard for large business is 500EMP. Abdominal Incision and Repair simulation MUST allow for: low traverse c section incision through skin, subcutaneous tissue, anterior rectus sheath, ability to elevate the rectus sheath, penetrating the linea, entering the peritoneum, dilating the incision and inserting a self-retaining retractor. Uterine Incision and Repair simulation MUST allow for: open abdominal wall with replaceable, modular uterus, location and practice of making and dilating low-transverse and vertical hysterectomy incisions, penetrating the amniotic membrane and engaging the presenting part.. Fetal Extraction simulation MUST allow for: pregnant abdomen with low transverse incision with a self-retaining retractor, uterus with a low traverse hysterectomy, enabling various extraction maneuvers and techniques including suction assist and forceps. Managing Complications simulation MUST allow for: previously-opened pregnant abdomen with a self-retaining retractor already in place, and an empty simulated postpartum uterus with a low transverse hysterectomy, enable training and repeated practice in the suture closure of hysterectomy incisions, control of post-C-section hemorrhage, allows repair of lacerated uterine artery, and application of B-Lynch compression suture, and enable two-layer bladder repair. Hysterectomy simulation MUST allow for: opened pregnant abdomen with a self retaining retractor, and a replaceable, postpartum, partially-contracted uterus, contain a urethra, a hollow bladder, ureters and detailed representations of the uterine arteries which may contain pressurized artificial blood. The uterus and bladder should be replaceable after each hysterectomy. Access to the interior of the uterus should be possible through an artificial vagina. The model should allow for training in uterine packing and the placement a Bakri balloon. EVALUATION OF FACTORS: Award will be made based on Technically Acceptable only. The simulator MUST be able to: complete cesarean hysterectomy, abdominal incision and repair, fetal extraction, complications trainer, and c-section trainer with as much realism as possible..
