Description
Title: CBP APG-66 Radar Maintenance Repair and Modification Support Services Purpose: CBP is conducting market research to identify parties having an interest in and the resources to support rep a ir, mod i fi ca t i on, r e p l ace ment, r e f u rbishment, or disposi t ion of APG-66(V) series radar components. All r e p a ir/in s p ec t i on/ t e st to b e done shall b e l i m i ted to that whi c h w i l l r e store a n a rticle to a s e rvi c e a ble op e r a t i n g c ondi t ion a nd y i e ld a p r odu c t with a l i fe c y c le e qui v a lent to si m i l ar l y c onf i g u r e d op e r a t i ng e quip m e nt that c o mp l ies with the a ppl i ca ble O r i g inal Equipm e nt Man u f a c tu r e r ( OEM) s p ec ific a t i on. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, CBP is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background: The United States Customs and Border Protection (CBP) is the unified border agency within the Department of Homeland Security (DHS) charged with the management, control and protection of the nation's borders at and between official ports of entry. CBP is mandated to keep terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws. The Office of Air and Marine is tasked with maintaining operationally capable aircraft equipped with various mission systems one of which is the APG-66 radar. Responses Requested: In an effort to assist CBP in developing and further refining our Statement of Work/Objectives, please provide responses to the following areas. CBP understands that some responses may be conceptual, while others are actuals. Responses should include the following information: •1. Please describe r e p a ir experience with APG-66(V) through (V)4 system components •2. Please describe T e st Equipment used and test methodology. •3. Please describe methodology for r e pla c i n g fa i le d or miss i ng S hop R e pl a cea ble Ass e mb l y ( S R A)wh e n r e p a iri n g a W e a pons R e pla cea b l e A ssemb l y ( W R A ) •4. Please describe your Qu a l i t y Assu r a n c e Program and associated industry certifications •5. Please describe your Confi g u r a t i on Mana g e ment Program •6. Please describe Non- Continuous En g in e e ri n g S uppo r t / Component Modification •7. Please describe historical R e p a ir T u rn a r o und Times and challenges •8. Please describe capability to provide system operation T ra in i n g and T r a in i ng Mat e ri a ls production •9. Please explain if the work described can be done solely by small business or if teaming with a large business is needed. •10. Please explain what, if any, key personnel are needed. Instructions and Response Guidelines: Electronic RFI responses are due by 12:00PM EST on May 23, 2013 and shall be limited to be a total of 20 pages. Page size is limited to 8.5x11 inches, 12-point font, with 1-inch margins in Microsoft Word or Adobe PDF format. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business. Please provide the information you deem relevant in order to respond to the specific inquiries of the RFI. To support budget and planning purposes, you may also include rough cost estimates based upon the objectives outlined in the RFI. Information provided will be used solely by CBP as market research and will not be released outside of CBP. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. Responses shall be submitted electronically via email to the Contracting Specialist at toni.langhorne@dhs.gov no later than 12:00 PM EST on May 23, 2013. This subject shall read: CBP APG-66 Radar Maintenance Repair and Modification Support Services. NO SOLICITATION EXISTS AT THIS TIME.
